EU will pay billions to explode Russians into bloody chunks

EU countries to sign agreement to buy shells for Ukraine

BRUSSELS, March 17 (Reuters) - Several European Union countries will sign an agreement on Monday to team up to buy artillery rounds for Ukraine as part of an effort to speed up and increase the supply of shells that Kyiv says it urgently needs to fight Russia's invasion.

A senior EU official said many of the bloc's 27 countries were expected to sign the so-called project arrangement, which sets out the terms of reference for the plan, but the precise number was unclear as some were still examining the proposal.

The pact to jointly procure 155 mm artillery shells will be signed on the sidelines of a meeting of EU foreign and defence ministers in Brussels on Monday, officials said. First orders under the plan could be placed by the end of May.

"This arrangement has been set up very, very quickly," the senior EU official, speaking on condition of anonymity, told a news briefing on Friday. "All (EU) member states and Norway can participate."

Ukraine has identified the supply of 155 mm shells as a critical need as it engages in a fierce war of attrition with invading Russian forces, in which both sides are firing thousands of artillery rounds every day.

Ukrainian and Western leaders have warned in recent weeks that Kyiv is burning through the shells more quickly than its allies can produce them, leading to a renewed push to send supplies and find ways to ramp up production.

A big joint munitions-buying initiative would mark a significant step in EU integration, as defence procurement has largely been the preserve of the bloc's national governments.

The project to be initiated on Monday would be spearheaded by the EU's European Defence Agency.

EU officials say the move should result in larger single orders for arms firms, thereby encouraging them to invest in increasing capacity, and reduce competition between governments that are driving up prices by trying to place similar orders.

The initiative is part of a plan presented by EU foreign policy chief Josep Borrell to earmark 1 billion euros ($1.07 billion) to reimburse EU countries for sending shells from their own stocks to Ukraine and a further 1 billion euros for joint procurement.

Diplomats said EU governments were still wrangling over key details on Friday, due to disagreements over how the plan should work and a lack of clarity on the current levels of ammunition in EU members' stockpiles, which is kept secret.

Ambassadors to the EU from member countries will meet on Sunday to try to finalise details of the overall plan so that it can be approved by foreign ministers on Monday, diplomats said.

EU officials say it will be months, at least, before any shells ordered as part of joint procurement reach Ukraine.

But they argue that knowing a major joint procurement effort is under way should encourage member countries to send more of their current stockpiles to Ukraine.

The money would come from the European Peace Facility, an EU-run fund that has financed 3.6 billion euros of military aid to Ukraine since Russia's invasion in February 2022.

Many Western governments' ammunition stockpiles have been badly depleted by supplying shells to Ukraine. EU joint procurement would also aim to replenish them.

The issue is playing on their minds."

An example of the extreme talk spouted by Russian-state controlled media was a discussion led in the fall by Anton Krasovsky, who also works for RT. During an October interview, Krasovsky spoke of drowning Ukrainian children while setting homes on fire before he turned to talk of rape, according to Davis.

Russian talking heads have not only justified violence against Ukraine, but they've also suggested using nuclear weapons against the United States and other Western nations over their support for Ukraine.

"The Kremlin's propagandists have plenty of reasons to be concerned ... The state-controlled media has played a central part in prompting, encouraging, rationalizing, and normalizing the Kremlin's massacre of its next-door neighbors," Davis wrote.

Russian President Vladimir Putin signed a law on Saturday introducing lengthy prison terms for “discrediting” and spreading “fake” information about any force, including the notorious Wagner Group mercenary unit, fighting for Russia in Ukraine.

Spreading what the authorities deem to be “false information” about military volunteers will be punishable with up to five years in prison or a fine of up to 1.5 million rubles ($20,000).

“Army fakes” that are deemed to lead to “grave consequences” could land a violator a prison sentence of up to 15 years under the new legislation.

“Anyone who is risking their life today to guarantee the security of the country and its citizens is protected from lies and provocations,” State Duma Speaker Vyacheslav Volodin said.

Paris embassy clarifies ambassador’s claim Poland could “enter conflict” in Ukraine

After Poland’s ambassador to France told a local broadcaster that his country could “enter the conflict” in Ukraine, the Polish embassy has sought to explain his remarks, arguing that they were taken out of context.

Speaking to LCI on Saturday, the ambassador, Jan Emeryk Rosciszewski, said “it is not NATO, Poland, France or Slovakia that is increasing tensions, it is Russia that has attacked Ukraine, it is Russia that invaded its territory, it is Russia that kills people, it is Russia that kidnaps Ukrainian children”.

“If Ukraine fails to defend its independence, we will have no choice but to enter the conflict,” he added. “Our fundamental values, which are the cornerstone of our civilisation, our culture will be in fundamental danger, so we don’t have a choice.”

His words triggered criticism from opposition politicians in Poland.

“The Polish ambassador to France saying we will enter a war with Russia if Ukraine fails is clearly exceeding his powers and should simply be removed from office. Hello [foreign ministry]!” tweeted Maciej Gdula, an MP from The Left (Lewica).

“The PiS [ruling party’s] diplomatic staff are a disaster. They put forward people with no experience in diplomacy as ambassadors, and they later say whatever comes to mind,” wrote Krzystof Bosak, one of the leaders of the far-right Confederation (Konfederacja) party.

Before being appointed as ambassador to France last year, Rosciszewski had worked in finance, including as chairman of the board of state-owned bank PKO and in France for insurance giant Axa.

In response to such criticism, the embassy in Paris released a statement denying that the ambassador had announced possible Polish involvement in the conflict and arguing that the diplomat’s words were taken “out of context”.

“During a half-hour conversation, Ambassador Rosciszewski argued for the need for allies to support Ukraine. He also spoke about the threat that Russia poses to Europe and European values,” wrote the embassy.

“A careful listening to the whole conversation makes it clear that there was no announcement of direct involvement by Poland in the conflict, but only a warning of the consequences that a defeat of Ukraine could have,” it added.

“Looking for sensational content that does not fit with Poland’s consistent efforts over the past year to help Ukraine win this conflict so that it would not spill over into Europe and Poland should be regarded as ill will,” it added.

Although the Polish foreign ministry did not directly address the ambassador’s statement in a separate communication, it retweeted the embassy’s message.

Rosciszewski’s remarks came as one French politician, National Rally (RN) MEP and former minister Thierry Mariani, accused Poland of “clearly trying to drag the European Union into an escalation” of the war in Ukraine.

His comments came in response to Poland’s president, Andrzej Duda, last week announcing that his country would become the first to transfer fighter jets to Ukraine.

“It seems to me that it is extremely dangerous for Poland to deliver military aircraft to Kyiv,” Mariani told Russian state news agency TASS. “Until now, the United States has not made such a decision. Warsaw is now going even further than Washington in supplying Ukraine with military equipment.”

Poland has long argued that helping Ukraine’s defend itself against Russian aggression is vital for the safety of Europe, and in particular of NATO’s eastern member states.

Sen. Mark Kelly flew with Russian pilots in the Navy and with NASA, and he said the Russian fighter jet running into a US drone shows 'how incompetent they are'

"I'm not surprised by this. I mean, I flew with Russian pilots, fighter pilots who couldn't fly formation. And I watched this video, and it's pretty obvious what happened. He lost sight of it, and he crashed into it," Kelly told CNN's Jake Tapper on "State of the Union" Sunday.

Kelly compared the fighter jet incident to the "incompetence that we see on the battle field every day in Ukraine."

"That's why the losses that the Russians are suffering right now are really high. At this point I mean, the best choice for Vladimir Putin would be to say: 'Hey, this isn't working,' and he's got to stop this illegal invasion," Kelly said.

On Tuesday, two Russian Su-27 fighter jets intercepted a US military MQ-9 Reaper drone that was flying over international waters above the Black Sea. The jets dumped fuel on the drone, and one jet eventually clipped the drone's propeller. The drone eventually crashed into the water.

Insider previously reported that while one think tank analysis suggested this was aggressive messaging by Russia, US officials have said the incident was most likely due to Russians not knowing how to fly.

Former Russian President Dmitry Medvedev threatened the International Criminal Court with a hypersonic missile strike Monday after the court issued an arrest warrant for Vladimir Putin.

“The ICC judges got excited in vain,” Medvedev wrote on his Telegram channel. “Look, they say, we are brave, we did not crap ourselves to raise a hand against the largest nuclear power. This action is just political theater. It carries no moral weight. Russia Today said Milosevic was ruled as not guilty. That is false. The court did not rule. It stopped the trial with no decision. Zelensky Has an Answer for DeSantis

Imagine that someone—perhaps a man from Florida, or maybe even a governor of Florida—criticized American support for Ukraine. Imagine that this person dismissed the war between Russia and Ukraine as a purely local matter, of no broader significance. Imagine that this person even told a far-right television personality that “while the U.S. has many vital national interests ... becoming further entangled in a territorial dispute between Ukraine and Russia is not one of them.” How would a Ukrainian respond? More to the point, how would the leader of Ukraine respond?

As it happens, an opportunity to ask that hypothetical question recently availed itself. The chair of the board of directors of The Atlantic, Laurene Powell Jobs; The Atlantic’s editor-in-chief, Jeffrey Goldberg; and I interviewed President Volodymyr Zelensky several days ago in the presidential palace in Kyiv. In the course of an hour-long conversation, Goldberg asked Zelensky what he would say to someone, perhaps a governor of Florida, who wonders why Americans should help Ukraine.

Zelensky, answering in English, told us that he would respond pragmatically. He didn’t want to appeal to the hearts of Americans, in other words, but to their heads. Were Americans to cut off Ukraine from ammunition and weapons, after all, there would be clear consequences in the real world, first for Ukraine’s neighbors but then for others:

"If we will not have enough weapons, that means we will be weak. If we will be weak, they will occupy us. If they occupy us, they will be on the borders of Moldova and they will occupy Moldova. When they have occupied Moldova, they will [travel through] Belarus and they will occupy Latvia, Lithuania, and Estonia. That’s three Baltic countries which are members of NATO. They will occupy them. Of course, [the Balts] are brave people, and they will fight. But they are small. And they don’t have nuclear weapons. So they will be attacked by Russians because that is the policy of Russia, to take back all the countries which have been previously part of the Soviet Union."

And after that, if there were still no further response? Then, he explained, the struggle would continue:

"When they will occupy NATO countries, and also be on the borders of Poland and maybe fight with Poland, the question is: Will you send all your soldiers with weapons, all your pilots, all your ships? Will you send tanks and armored vehicles with your young people? Will you do it? Because if you will not do it, you will have no NATO."

At that point, he said, Americans will face a different choice: not politicians deciding whether “to give weapons or not to give weapons” to Ukrainians, but instead, “fathers and mothers” deciding whether to send their children to fight to keep a large part of the planet, filled with America’s allies and most important trading partners, from Russian occupation.

But there would be other consequences too. One of the most horrifying weapons that Russia has used against Ukraine is the Iranian-manufactured Shahed drone, which has no purpose other than to kill civilians. After these drones are used to subdue Ukraine, Zelensky asked, how long would it be before they are used against Israel? If Russia can attack a smaller neighbor with impunity, regimes such as Iran’s are sure to take note. So then the question arises again: “When they will try to occupy Israel, will the United States help Israel? That is the question. Very pragmatic.”

Finally, Zelensky posed a third question. During the war, Ukraine has been attacked by rockets, cruise missiles, ballistic missiles—“not hundreds, but thousands”:

"So what will you do when Russia will use rockets to attack your allies, to [attack] civilian people? And what will you do when Russia, after that, if they do not see [opposition] from big countries like the United States? What will you do if they will use rockets on your territory?"

And this was his answer: Help us fight them here, help us defeat them here, and you won’t have to fight them anywhere else. Help us preserve some kind of open, normal society, using our soldiers and not your soldiers. That will help you preserve your open, normal society, and that of others too. Help Ukraine fight Russia now so that no one else has to fight Russia later, and so that harder and more painful choices don’t have to be made down the line.

“It’s about nature. It’s about life,” he said. “That’s it.”

A series of blasts targeting Russian weapons took place in Russian-occupied Crimea on Monday night, according to videos posted on social media.

The footage showed explosions in Dzhankoy, a town in the northern part of Crimea and a strategically important railway connection used by the Russian army. In some clips, a red cloud was visible in the night sky after the blasts. Others featured the sound of machine guns firing.

Ukrainian Military Intelligence reported that an explosion had destroyed a cargo of Russian Kalibr cruise missiles — which Moscow has used to hammer Ukrainian critical infrastructure. Ukraine has not officially taken responsibility for the attack.

“The mysterious series of blasts continues the process of Russia’s demilitarization and prepares the Ukrainian peninsula of Crimea for de-occupation,” Ukrainian Military Intelligence said in a statement.

However, Russian media reported that Russian-backed authorities in Crimea blamed a “night attack by Ukrainian drones,” saying they had hit a technical school and residential areas.

Although Russian authorities reported all drones were shot down, Russian independent media channel Astra reported serious damage after the drone attack was recorded in at least five locations.

“Four of them belong to the railway station. Locomotive depot, station security building, inventory and fuel depots,” Astra reported. As a result of the attack, there were interruptions in the locomotive depot power supply. One man was wounded, Astra also reported.

Why Putin is casting the Ukraine war as a fight for Russia’s survival

Russian President Vladimir Putin has increasingly cast the Ukraine war as an epic fight for Russia’s survival, accusing the West of “using Ukraine as a battering ram against Russia and as a testing range.”

In his telling, the West started the war, and Russia has everything to lose — even when all available evidence points to Putin launching an unprovoked invasion seeking to topple Ukraine’s government.

As Russia’s losses mount, Putin is employing a psychological tool to get his people behind a conflict with no end in sight, according to several analysts.

“It’s nice to think of Russia as confronting the hegemon as opposed to having invaded a smaller neighbor,” said Kadri Liik, a senior fellow at the European Council on Foreign Relations.

She said Putin has “intertwined his own political and potential physical fate with the war,” and is trying to frame the violent conflict in ways to bolster his support.

In multiple speeches, the Russian leader has leaned into a verbal strategy of anti-loss. Given the Kremlin’s broad control of the media, the Russian people are “increasingly likely to interpret this as a standoff between Russia and the West, which makes it more palatable psychologically,” Liik added.

Putin emphasized a threat from the U.S. and the western security alliance NATO before his troops rolled into Ukraine in February 2022. The Russian president dug deeper into the do-or-die message last fall as he announced a partial mobilization that has sent hundreds of thousands of military reservists to the front lines.

When he addressed the Federal Assembly last month after a year of war, Putin more directly pitting the Russian people against NATO.

He lamented Russia was only seeking peace and safety guarantees before the war and those attempts were rejected by the western elites. He raged that the West had “enslaved” Ukraine, which he considers to be historically part of Russia, and cried that the U.S. was clamoring for Moscow’s defeat, and seeking to plunder Russian resources.


“Over the long centuries of colonialism, diktat and hegemony, they got used to being allowed everything, got used to spitting on the whole world,” Putin said. “The threat was growing by the day.

“Let me reiterate that they were the ones who started this war, while we used force and are using it to stop the war,” he added. “We are defending human lives and our common home, while the West seeks unlimited power.”

It remains difficult to gauge broader public opinion on the war after Russia passed a tough law last year restricting anyone from voicing “discreditation” of the armed forces, and with authorities sniffing out signs of protest. But Putin’s framing seems effective.

Sergey Radchenko, a professor at the Johns Hopkins School of Advanced International Studies, said the February speech did “fairly well” for the Russian audience in presenting the war in Ukraine as a defensive mission.

“Stories about the West being decadent — this stuff sells in Russia,” he said. “After months and months of fighting in Ukraine, people were having trouble [seeing] how it all started.”

Charles Kupchan, a senior fellow at the Council on Foreign Relations, said the focus on “American hegemony” has sway.

“Russia has to stand its ground against this wayward country that is trying to dominate the world,” Kupchan said on Putin’s framing. “That’s a narrative that has gotten some traction in pitching broader discomfort with western colonialism.”

“There are kernels of factually accurate statements,” he continued, “but what he does is he uses those as launch pads for twisted, nationalistic narratives that bear no resemblance to reality.”

James Nixey, the director of the Russia and Eurasia program at Chatham House, said the February speech was a “surreal experience.”

“Like living in an alternate reality,” he said. “It is an absolute concocted fantasy in order to ensure that Russia’s rightness is understood by all and there’s no going wobbly on the part of anybody.”

Several of Putin’s speeches in the past year have also centered on cultural messages.

The depiction of a neo-Nazi government holding Ukraine hostage has been a focal point in his public remarks. Last month, he compared the West to the 20th Century empire of Austria-Hungary and said the western allies “paved the way” for Nazi Germany.

Putin has also pushed the false message of rampant pedophilia in western nations — mostly in reference to LGBTQ groups — casting it as another incoming attack on Russian culture should the West have its way.

“Look what they are doing to their own people,” Putin said in his February speech. “It is all about the destruction of the family, of cultural and national identity, perversion and abuse of children, including pedophilia, all of which are declared normal in their life.”

Some of the messaging caters to those outside of Russia, who may nod their heads to the cultural issues, analysts said. That could boost his support with an international audience that is not aligned with him in Ukraine but agrees with his cultural criticism of liberals and western power.

More so, Putin, who is now wanted by the International Criminal Court for supporting the kidnapping of Ukrainian children, is trying to maintain enough internal Russian support to ensure his own survival.

Russian elites are becoming more disenfranchised with the war after setbacks in Ukraine, according to Liik from the European Council on Foreign Relations, although they recognize the difficulties of pulling back this late in the conflict.

Henk Goemans, the director of the Peter D. Watson Center for Conflict and Cooperation at the University of Rochester, said Putin has consolidated a lot of power but could end up threatened by rival power factions.

“It’s a dangerous game to play,” Goemans said. “I am not yet convinced [Putin’s power] is enough that he is really secure after a significant setback in Ukraine.”

Despite his rhetoric, there are signs Putin is holding back from complete isolation with the West.

In the speech last month, he announced the suspension of the New START Treaty, a nuclear pact between the U.S. and Russia that limited the number of weapons of mass destruction for both nations while also allowing for inspections of key facilities.

Notably, Putin chose to suspend the treaty — not withdraw from it entirely.

Michael O’Hanlon, the director of research in foreign policy at the Brookings Institution, said there was a “certain amount of prudence and professionalism” in Putin suspending the treaty rather than annulling it.

“Hopefully that means Putin is already seeing the way in which we may get back to business,” he said, adding the Russian leader is “starting to realize he’s not going to [achieve his original goals] and may have to settle for less.”

But it’s unclear what Putin would accept to end his war. The beginning of the invasion last year made clear he was hoping to seize Kyiv within a matter of weeks and potentially set up a puppet government.

After Russian forces were pushed out of the western part of Ukraine, troops remain fighting deadly battles of attrition in the eastern region of the country.

Last fall, Putin illegally annexed four regions in the south and east: Kherson, Zaporizhzhya, Donetsk and Luhansk, all of which he is now unlikely to give up and which Ukraine said it will continue to fight for.

With a compromise hard to fathom, Putin’s “loss framing” helps ensure support even if his troops continue to flounder in Ukraine.

Unless Russia expands its fight into NATO countries, the threat of an attack from the West is absurd, according to the analysts The Hill spoke to for this story. But Goemans, from the University of Rochester, said a loss in Ukraine would be a “real challenge to Russian identity.”

“Social identity is very much mixed up with Ukraine,” he said.”Those things will be incredibly hard to accept for Russians.
That they are two different states and two different nations.”

“Defeat in the Ukraine would be a fundamental challenge to fundamental tenets of Russian identity.”
