French Defence Minister Sébastien Lecornu has announced that Paris will soon be able to supply Kyiv with 78 Caesar self-propelled howitzers and will increase supplies of shells to meet Ukraine's urgent ammunition needs.

At the same time, Lecornu said that European countries should reduce their dependence on the United States to ensure security on the continent.

"This is an absolute necessity. I think it's wrong that American taxpayers should pay so much for the security of Europeans," he said.

Denying Russia’s Only Strategy for Success

Russia cannot defeat Ukraine or the West - and will likely lose - if the West mobilizes its resources to resist the Kremlin. The West’s existing and latent capability dwarfs that of Russia. The combined gross domestic product (GDP) of NATO countries, non-NATO European Union states, and our Asian allies is over $63 trillion.[1] The Russian GDP is on the close order of $1.9 trillion.[2] Iran and North Korea add little in terms of materiel support. China is enabling Russia, but it is not mobilized on behalf of Russia and is unlikely to do so.[3] If we lean in and surge, Russia loses.

The notion that the war is unwinnable because of Russia’s dominance is a Russian information operation, which gives us a glimpse of the Kremlin’s real strategy and only real hope of success. The Kremlin must get the United States to the sidelines, allowing Russia to fight Ukraine in isolation and then proceed to Moscow’s next targets, which Russia will also seek to isolate. The Kremlin needs the United States to choose inaction and embrace the false inevitability that Russia will prevail in Ukraine. Vladimir Putin’s center of gravity is his ability to shape the will and decisions of the West, Ukraine, and Russia itself. The Russian strategy that matters most, therefore, is not Moscow’s warfighting strategy, but rather the Kremlin’s strategy to cause us to see the world as it wishes us to see it and make decisions in that Kremlin-generated alternative reality that will allow Russia to win in the real world.

US susceptibility to the Kremlin’s manipulations is not all of Russia’s making. It is also a consequence of America’s inherent traits and blind spots.

Values. The United States values peace, life, American interests, freedom of debate, and is trying to act responsibly with the power it wields. These are virtues, not weaknesses. They set us apart from Russia. Russia nevertheless uses these concepts against us in its way of war, as discussed throughout this paper.[38] The Western way of life also prevents us from grasping the full scale of what Russia is. Russia being mostly content with killing and wounding over 300,000 of its own citizens to conquer a country that did not pose a military threat is a reality unimaginable in a Western country.

Defeatism and the legacy of US wars. America’s past wars are distorting America’s understanding of Russia’s war against Ukraine. US concern about endless wars is a result of its experiences in Vietnam, Afghanistan, and Iraq. But US debate about the risks of a long war in Ukraine revolves around a profound category error in discussing this war as if the United States were fighting it.[39] The United States is not fighting in Ukraine and should not discuss the costs to the United States as if it were. Ukraine, a US partner, is fighting this war against a US adversary. It is not a US proxy — Ukraine is fighting for its own reasons, not ours. And Ukraine has never asked for American soldiers to fight — only for material and financial support. US psychological scars from previous American conflicts have no place in discussions about what the United States should do vis-a-vis Ukraine.

Misunderstanding of the Russian threat. The United States has learned a lot about Russia’s intent and capabilities. The United States still, however, does not fully grasp the nature of the Russian threat, Russia’s sources of power and weakness, and the Russian way of war – including reflexive control. This knowledge gap is reflected in the prevailing US national security assessment that, while Russia poses the most immediate challenge, China is the bigger long-term threat.[40] This may be a valid assessment of China, but the framework is limiting for three reasons. First, it ignores the nature of the Russian threat to the United States, which goes beyond military power. Second, it ignores the path dependency of the Russian threat to the United States on the outcome of Russia’s war in Ukraine: the United States will face the greatest threat from Russia since the collapse of the Soviet Union if Russia prevails in Ukraine.[41] Finally, it ignores the path dependency of China’s threat to the United States and the future of the anti-US coalition on the outcome of Russia’s war in Ukraine. A Russian victory in Ukraine will empower US adversaries in many ways — the most dangerous of all, perhaps, would be US adversaries learning that the United States can be manipulated into abandoning its interests in a winnable fight.[42]

Russian officials are tying the US and the West to a broader set of “terrorist” attacks against Russia following the Crocus City Hall attack, likely to intensify rhetoric about alleged Western and Ukrainian threats to generate greater domestic support for the war in Ukraine. The Russian air force’s 38th Regiment, flying from Belbek air base in Russian-occupied Crimea, just lost two of its jets. The Russians themselves shot down one of them.

The missile raids clearly have made the Russian Air Force surface-to-air missile batteries in Crimea jumpy. These batteries themselves also are top targets for Ukrainian missiles. On or just before Thursday, an air-defense unit fired on a 38th Regiment Su-27 taking off from Belbek.

A video that circulated on social media depicts the jet spinning toward the ground, on fire. Reportedly, the pilot ejected and survived. Still, the Ukrainian defense ministry “should start awarding medals to some Russian SAM operators,” quipped Jakub Janovsky, an analyst with Oryx, which tallies wartime vehicle losses.

Russia’s newly emerging pattern of striking Ukrainian dams and hydroelectric power plans is a significant inflection and an escalation of Russia’s strike campaign against Ukraine. Russian forces did not previously conduct sustained missile strikes against Ukrainian dams and hydroelectric power plants. The US and European countries remain unwilling to provide Ukraine with materiel that could prove operationally or strategically significant and assist significant Ukrainian offensive efforts due to fears of Russian escalation or retaliation. However, Western states’ decisions to limit Ukraine’s defense capabilities in an effort to manage escalation have failed to prevent Russia from escalating its war against Ukraine. Ukraine, moreover, is conducting a strategic defense, not an offensive effort that could seriously threaten Russian positions in occupied Ukraine or Russian territory. US Chairman of the Joint Chiefs of Staff General Charles Brown Jr. stated on March 28, regarding the provision of long-range ATACMS missiles to Ukraine, that the “risk of escalation is not as high as maybe it was at the beginning [of Russia’s full-scale invasion of Ukraine].”[30] Russia has consistently proven its willingness to escalate its aggression without provocation, and concern about Russian retaliation and escalation in response to the further provision of Western weapons and systems to Ukraine should not dictate US or other Western decision-making regarding this assistance.[31]

The air might be the perfect medium for a drone. The sea, a close second. After all, avoiding obstacles is one of hardest tasks for the distant operator of some remote-controlled robot. There aren’t a lot of obstacles on the water. Even fewer in the air.

Obstacles abound on the ground, however. Which is why, 25 months into Russia’s wider war on Ukraine, both sides deploy lots of aerial drones and the Ukrainians deploy lots of sea drones—but neither side deploys many ground drones.

Not for actual combat, at least. Both the Ukrainians and Russians do use small ground robots for resupply, casualty-evacuation and mine-laying.

That combat exception ended somewhere around the ruins of Bakhmut in eastern Ukraine, when the Russian army sent at least two—and possibly many more—small, tracked, grenade-launcher-armed unmanned ground vehicles on what appears to have been a direct assault on the Ukrainian 53rd Mechanized Brigade.

It didn’t end well for the robots. A capture from a Ukrainian aerial drone, circulated by Telegram channel @stanislav_osman, depicts two of the diminutive UGVs—one with the number “6” on its flank—lying apparently damaged amid the ruins of destroyed manned vehicles.

We don’t know exactly what the Russians were trying to do with their grenade-launching robotic mini-tanks. We don’t know exactly how the Ukrainians thwarted them. We do know that, years ago, analysts anticipated just how difficult it might be for armies to begin folding robotic ground vehicles into mechanized attacks.

In late 2020, analysts with the California think-tank RAND gamed out a clash between U.S. Army and Russian army mechanized infantry companies in some near-future setting after the U.S. Army has integrated armed ground robots into its force structure. In the game, 11 wheeled and tracked UGVs complemented the Americans’ four M-1 tanks and 11 M-2-style infantry fighting vehicles.

What RAND’s analysts refered to as “robotic combat vehicles” didn’t perform very well in the think-tank’s various offensive and defensive scenarios—and for one major reason. RAND’s RCVs were controlled via radio by a remote operator, just like Russia’s actual UGVs surely are.

And that means they were vulnerable to getting cut off from their operators—either by the terrain or by enemy jamming. “In the baseline game, the need to maintain unobstructed and un-jammed line-of-sight communications to the RCVs imposed significant constraints on [U.S.] forces, slowing the pace and complicating the management of [the U.S.] advance,” the analysts explained.

“In particular, [Russian forces’] effective use of backpack jammers (placed before the battle) substantially limited [U.S. forces’] ability to use the RCVs.” Frequently idled as their operators struggled to stay in control, the robots rolled into battle in erratic fits and starts—and got knocked out by enemy fire.

Again, we don’t know whether one of the Russian army’s first-ever robotic ground assaults in Ukraine ran afoul of Ukrainian jamming. But we shouldn’t be surprised if it did.

Ukrainian forces’ expert application of electronic warfare—flooding key radio channels with noise, rendering them unusable for drone-operators—is one reason why, in some sectors, the Ukrainians have been able to achieve local air-superiority with their own un-jammed aerial drones.

If the Russians widen their deployment of armed ground robots, expect the Ukrainians, in response, to widen their radio-jamming. And expect to see more sights like we observed around Bakhmut: wrecked and abandoned UGVs lying alongside wrecked and abandoned manned vehicles.

Polish Prime Minister Donald Tusk warned that there was a "real" threat of conflict in Europe and that the continent has entered a "pre-war era" for the first time since World War II.

"War is no longer a concept from the past. It is real, and it started over two years ago. The most worrying thing at the moment is that literally any scenario is possible. We haven't seen a situation like this since 1945," Tusk said in an interview with the European media grouping LENA on Friday.

World War II ended in 1945 with the surrender of Hitler's Germany and the US bombing of Hiroshima and Nagasaki.

"I know it sounds devastating, especially for the younger generation, but we have to get used to the fact that a new era has begun: the pre-war era. I'm not exaggerating; it's becoming clearer every day."

The former European Council president's comments came soon after the two-year anniversary of Russia's full-scale invasion of Ukraine. The war upended an era of peace in Europe and pushed nations into ramping up weapons production.

Tusk further said that no one in Europe would feel safe if Kyiv lost the war.

A common defense

The Polish prime minister noted a revolution in European mentality, as no one anymore questions the need for a common defense.

He presented the example of Germany's largest parties, the Social Democratic Party (SPD) and Christian Democratic Union of Germany (CDU), which are "competing to see which of them is more pro-Ukrainian."

"The European Union as a whole, as a powerful organization, must be mentally prepared to fight for the security of our borders and our territory," he said.

The need for a stronger Europe has come further into the spotlight as former US President Donald Trump, who is running for the 2024 elections, has openly expressed NATO-sceptic views.

"Our job is to nurture transatlantic relations, regardless of who the US president is," Tusk said in the interview.

First, it's PLANTS, not " plans".

More importantly, Russia is NOT striking dams. In fact, it's only struck one hydroelectric power plant. And it didn't even strike the turbines or the sluices (penstocks), it struck the control room. The dam was entirely untouched.

Russia is mainly striking THERMAL power plants. Not nuclear, not hydro.

It seems to be isolating territory east of the Dnieper, and many are speculating this is prelude to a large offensive.

Also, Russia now has a big mo'fuckin' bomb: the FAB 3000. I can't think of targets worthy of such a big bomb except bridges, dams, and tunnels.

Parishioners, for example, reportedly called the police on a ROC MP priest in March 2022 after he prayed for peace in Ukraine. They take that as proof that he wants to recreate the Soviet Union. But they conveniently omit what he said next:

“Whoever wants it back doesn’t have a brain.”

Whatever you think of Putin, he definitely has a brain. He has no intention to restore the Soviet Union.

It’s Not Just About Intentions

But like any great power, Russia has interests, and Ukraine has always been a vital strategic interest to Russia.

And Russia is not going to tolerate Ukraine joining a NATO alliance that’s hostile to Russia. Critics say Ukraine is a free and independent nation that can join NATO if it wants. Russia has no say in the matter, even though Ukraine borders Russia.

Well, I guess they never heard of the Monroe Doctrine. The U.S. basically declared the entire Western hemisphere its own domain. But a great power like Russia can’t have a say in its own backyard?

Critics also say that the idea of NATO invading Russia is ridiculous. That’s just Russian paranoia. And that’s true, NATO isn’t going to actually invade Russia. But it’s not just intentions that count in the world of geopolitics. It’s also capabilities.

As Bismarck once noted: “What matters in politics is capabilities, not intentions. Intentions change, capabilities remain.”

Given Russia’s long history of being invaded, it’s not hard to imagine why it might seem a bit paranoid of exterior threats.

If you look at a map, parts of Ukraine are actually east of Moscow.

Will the U.S. Keep the War Going?

Of course, Ukraine can’t continue fighting without U.S. assistance. The Biden White House wants $60 billion of new money to give to Ukraine to fight the war. This is on top of several hundred billion already provided.

The war won't end until Putin can't convince around 1,000 Russians per day to die for him. Since history shows that millions and millions of Russians have voluntarily died in vain for past leadership, I doubt Putin will run out of nitwits to jump into the meat grinder for him. Because Ukraine taught Putin about the crippling Russian limitations that he had not comprehended, Putin was philosophical when Finland and Sweden joined NATO. He is afraid of what those two countries can do to Russia if provoked. He should have also been afraid of Ukraine. But since he foolishly started a fight believing it would be over in a few weeks, now Putin is stuck in a battle where there are no timeouts until one of the countries is beaten unconscious. There is no referee to stop the fight and the paying audience wants to see the bloody battle continue until Russia has gotten better sense beaten into it.

A unit that was among the best in the Russian armed forces now deploys tanks that were obsolete 50 years ago—and which had been sitting in open storage for decades before the Russians began reactivating them last year in order to compensate for staggering losses of modern vehicles in Ukraine.

It’s more apparent than ever that Russian industry can’t produce enough modern vehicles to replace the roughly 400 tanks, fighting vehicles and howitzers it’s been losing every month this year. That’s a monthly rate of loss that’s a third higher than the loss-rate from September.

So, the Kremlin is pulling more and older vehicles out of long-term storage and assigning them to more units that once operated the best new equipment in the Russian inventory.

To be clear, that’s not the only option. The Kremlin could pause front-line attacks and gradually rebuild combat units with modern equipment operated by well-trained troops. It’s choosing, instead, to keep attacking—and send those units whatever hardware and people it can scrounge.

“Russia is constantly rebuilding its forces and trying to replace losses, including recruiting new personnel and creating new units and military districts,” Ukrainian analysis group Frontelligence Insight explained on Thursday. But that doesn’t mean the rebuilding brings forces back to their previous strength.

“We documented evidence of the replacement of T-72 tanks of various modifications with [1960s-vintage] T-62 and T-55s in at least one tank unit,” the group noted. “While we don't know the situation across all units, occasional videos of T-55 and T-62 in different areas suggest that this is not an isolated case.”

In a sense, the regiments, brigades and divisions getting 60-year-old T-62 and 70-year-old T-55s are the lucky ones.

According to open-source intelligence collective Oryx, Russian vehicle losses since the start of the wider invasion in February 2022 exceed 15,000, including nearly 2,900 tanks. That’s as many tanks as the Russian armed forces had in active service two years ago.

“Russia cannot replace such numbers within two years,” Frontelligence asserted. Russian factories build maybe 600 new tanks annually while also restoring a somewhat greater number of older tanks.

These replacements are too few, which explains why more Russian assaults involve totally unarmored civilian vehicles including, shockingly, Chinese-made Desertcross golf carts. “Armored losses are being replaced by civilian vehicles,” Frontelligence explained.

And even that is better than the alternative. The worst case for Russian units that they simply do without vehicles, as recently has happened around one eastern battleground city. “Russian forces are compelled to conduct infantry assaults against defense forces positions on the Bakhmut direction due to a lack of armored vehicles,” the Ukrainian Center for Defense Strategies noted on Thursday.

All that is to say, it should be apparent by now that Russia is expending military resources much faster than it can replenish them. And it’s not hard to figure out why.

“Once military aid has been significantly limited such that Ukrainian munition stocks become depleted, Russia intends to initiate further offensive operations to make significant—if slow—gains on the battlefield,” Jack Watling and Nick Reynolds, analysts with the Royal United Services Institute in London, predicted in a Feb. 13 report. “These gains are then intended to be used as leverage against Kyiv to force capitulation on Russian terms.”

That’s exactly what’s happening, seven weeks later. With Ukraine’s ammunition stocks desperately low—the inevitable consequence of the suspension of American aid—Russian leaders sense an opportunity to advance. Even if advancing is so costly that they must replace many of the modern vehicles they lose with much older vehicles or, worse, civilian vehicles.

Or much worse, simply not replace them at all.

In other words, for the Russians in Ukraine, it’s now or never. If the current offensive fails, the Americans finally vote for aid and the Ukrainians re-arm, the Russians might discover they’ve spent their army—and no longer have any speedy way to restore it as the Ukrainians regain the initiative.

It's called "demilitarization". Russia is demilitarizing Ukraine and, to the extent that NATO members keep bleeding weapons into Ukraine, Russia is demilitarizing NATO. They're prepared - not only psychologically but also economically, diplomatically, and financially- to keep this up as long as the west does.

SECOND: Demilitarizing Ukraine? The Russians are not focusing their fury on the Army. The Russians destroy everything they can. The cost to fix what they bombed is $486 billion and rising.




A) Russians aren't striking with "fury". They have a plan. And despite Kiev striking civilian centers in Donetsk, Belgorod region, and deep in Russia, they don't respond tit for tat.

B) They hit locations with military significance.

On the line of contact, that means ... everything, since any high rise can be used as a communication center, anti-tank position etc, and any building can be used as shelter. If you watched Military Summary channel, you would hear the description ...

"reduced to rubble" ...

quite often. That is on the line of contact which, fortunately (and by design) doesn't move very far.

Behind the front lines they focus on trenches, tree lines, local depots, troop concentrations, individual artillery pieces and vehicles (armored or otherwise), drone operator positons etc.

In the deep rear, Russians focus on command centers, fuel and munitions depots, troop concentrations (even if in hotels), port facilities (used to bring in western weapons), railway nodes, and -lately- electric power plants. Since Kiev tries to limit pictures of the damage and power plants usually aren't visible from the street, this may not be much to go on, but I've seen two pictures of destroyed control rooms, one from a hydroelectric plant and one from a thermal generating station. Two out of a dozen or so isn't enough to establish a pattern, but I wonder whether the Russians are focusing on control rooms but avoiding the generatinf units themselves.

They don't focus on apartment buildings, civilian administration centers, food markets, hotels etc unless they're used for military purposes.

Again, I get this from Military Summary channel, which is hardly pro-Russian, and posts videos of everything they can find.

The Russian Ministry of Foreign Affairs (MFA) continues to threaten Finland and claimed that Finland has “lost its independence in making foreign policy decisions” since its accession to NATO — a narrative that the Kremlin routinely used to falsely claim that NATO was controlling Ukraine and using Ukraine to threaten Russia.

Russian Ambassador to Finland Pavel Kuznetsov stated during an interview with Kremlin newswire TASS on April 6 that Finland is on a “destructive course” in its relationship with Russia and that Finland’s accession to NATO is making the Baltic region a “zone of potential escalation.”[23]

Kuznetsov threatened Finland and the NATO alliance broadly, claiming that Russia would have to respond to a buildup of NATO material and manpower or the deployment of a nuclear weapon in Finland and that Russia’s response would be “adequate but not necessarily symmetrical.” Kuznetsov claimed that Finland has joined the “party of war until victory over Russia” by joining NATO and accused perceived Finnish “Russophobia” of causing a complete breakdown of the Russian-Finnish relationship. Kuznetsov insinuated that Finland has no option but to improve its relationship with Russia, given that “we can’t escape geography," but blamed Finland unilaterally for the poor state of Russian–Finnish relations, despite the artificial migrant crisis that Russia created on the Russian–Finnish border in fall 2023 and repeated Russian threats against Finland and the wider NATO alliance.[24]
