I'll go with tapir, too, which never occurred to me because they don't live there--but an escapee from a zoo or something? Raccoons never achieve that kind of size out here, anyway, and the fur is wrong for a bandit. I'd have guessed nutria, but they don't grow past two feet, so same argument as a 'coon. I'll vote for tapir...roughly same size, can swim, and the ears match.

As to that "chupa", it looks definitely like some kind of dog to me...those hairless things? Or a cross of something else and one of them (video at http://www.nbcwashington.com/news/weird/Chupacabras-in-Prince-Georges-

). Why they let it go is beyond me; maybe they have no wildlife rehab centers there, but that's where it should have gone...it's obviously emaciated, whatever it is. Definitely looks like some kind of dog to me.
