Rent prepaid at least 12 months, or house without mortgage with property tax (rent) in gold. Home fenced and alarmed (not alert police). Home protected from drive-by shootings (1/4" steel plate, concrete rebar walls), fire-proof roof.

Shortwave crank radio, shortwave transmitter (or modified 10/11-meter CB with linear amp).

Anything less and you're going to a FEMA death camp for vaccination with poison, or gunned down in the streets by police death squads.

Stock up for a month, then stay home. Don't go to work unless absolutely necessary. Don't shop unless absolutely necessary. Economic boycott.

Martial law is the death-knell of an economy. After a month, the major financial interests will be BEGGING to eliminate martial law.

Most important thing anyone can do during such times? Get to know your neighbors: form a local support system, make sure everyone's watching everyone else's back. A cohesive community unit is much harder to goosestep to pieces than a bunch of scared, paranoid peons. And plant a community garden. Mmm...turnips.

While you're stocking up on things, don't forget two VERY important spices: Salt and Pepper. Black pepper, in time of crisis, is worth more than its weight in gold. Why? Because no matter how shitty things get, people still want their food to taste the best it can.

Salt and pepper are extremely cheap - until you can't readily get them. They store practically forever, so there's no real need to worry about buying too much and having it go to waste.

Just sayin' is all; I don't think it's going to come to that, but I usually have lots more salt & pepper around than I really need, just in case.
