katrina suit against Corps of Engineers dismissed

The judge manages to state the the Corps is responsible, but he can't hold them responsible since the corps is immune to lawsuits in conjunction with flood damage due to levee breakage, etc.

Why is it that people who build their homes, and cities, beneath sea level, and in flood plains, expect others to be responsible for their damages. Just like hurricane prone areas of Florida. People just keep building, and expecting the taxpayers to pick up the tab.

I thought this might make an interesting topic for discussion.
