And I honestly don't think the CDC relented, I think someone fudged the test request to make it happen. And that started cracking the door open in the US to marginally expanded criteria. But here the testing is overwhelmed across the country and besides, now it's far beyond test and trace (tracing individual contacts). Anyway, yeah, it looks like there was a bit of luck involved - BC didn't acquire SARS-COV-2 until rather late, and there was those spring break example form other provinces. But then, your health officer and your health system are capable of doing the job.
