IRS manager says tea party groups not politically targeted

WASHINGTON — An Internal Revenue Service manager who described himself as a "conservative Republican" told congressional investigators that no one in the agency's Cincinnati office was trying to target tea party organizations for political reasons, according to an interview transcript released Tuesday.

The manager, John Shafer, said he and an employee in his screening unit decided to pull applications for tax-exempt status filed by political groups and send them to managers in Washington. He said they were aware of the controversy over the groups and wanted to ensure they were treated uniformly.

"Because of media attention that he had seen, he had concerns about this being a high-profile case," Shafer said. He said he believed the screening was motivated only by the need for "consistency and identifying issues that needed to have further development."

It is physically/mentally/emotionally and in every other way impossible for Darrell Issa to look any more "extra stupid" than he already does, and has for years. This will be absolutely no different from any of his other "investigations"; the right will try to make them look like "the worst thing that any government ever did, ever" until they're proven wrong, then jump FAST to the next potential scandal and start tossing around "Nixon", "Hitler", "Nazi", etc. about THAT one. This is the way it has always been and the way it always will be.

Issa knows what he's doing and has no conscience. He was fully aware of the facts from the beginning, is totally unsurprised by this, and will move on to the next piece of potentially-damaging (or at least LOOKING potentially-damaging) material he can find anywhere, and NOBODY will bat an eye. Have any or his previous stupid investigations embarrassed ANYBODY? Of course not.

Nonetheless, thank you for putting that one to rest...not that the right is ready to yet, I'm sure.

Elijah Cummings who finished it off, though, when he fulfilled Issa’s promise to release the full transcripts, which revealed that the supervisor responsible for scrutinizing Tea Party groups was a conservative Republican who ruled out White House involvement in the policy.

While it’s probably too much to ask for McConnell, or the political media, to apologize for jumping to Nixonian conclusions, at least McConnell is kind of facing reality. From TPM’s Brian Beutler:

Dang, I keep missing stuff I swear I never see written here! Now I've missed where ANYONE "wrote off" the IRS giving extra scrutiny to organizations because of their names. What thread was that in?? Here I thought we ALL decried what they did, and that the only difference of opinion was in some feeling it was egregious and others thinking it was the worst thing since Watergate--oh, wait, WORSE THAN Watergate, that Obama was behind it personally, that it was an impeachable action on his part, that, that, that...etc.

So to whoever is "writing off" what the IRS did: Shame on you! I heartily disagree; the IRS should never be focusing on groups simply because of their names OR because they are politically left leaning or right leaning or whatever! I agree they should be scrutinizing groups who might not deserve the tax-exempt status, since that's part of their job, but not just on one side of the political spectrum.

Of course, they DID also give extra scrutiny to Alliance for a Better Utah (still waiting for approval, over 600 days after answering the extra-scrutiny questionnaire), Middle Class Taxpayers Association of San Diego (gosh, it took them almost THREE YEARS to get their tax-exempt status!), and Progress Missouri (which had applied for almost a year before they even GOT the questionnaire for extra scrutiny) ( http://www.npr.org/2013/06/19/193383914/liberal-groups-say-they-receiv

/). I'm sure we all hope that wasn't just because of their names, since that would be just as wrong as what happened to other groups.

Of course, in 2004 under Bush, the IRS also targeted NAACP, Greenpeace and a liberal Episcopal church for extra scrutiny. In that case the were established groups, and tho' there's little doubt that the Bush administration went after the NAACP and others because it didn’t like them, members of those groups had made political comments, and the rules for 501(c)(3)s are stricter than the current confusing rules for 501(c)(4)s. I think the problem is the rules for 501(c)(4)s, which is an issue that needs to be dealt with.
Well, all of us except for whoever that poster is who is writing all this off, of course...

It's much more serious than that. Th IG report was not a criminal investigation. It was an audit. And it uncovered widespread abuse and waste of taxpayer dollars. The FBI's criminal investigation is ongoing, and they're looking into political targeting, political harrassment, and leaking of confidential information to political opponents of Conservative groups. The investigation has a long way to go, and there will likely be a Special Prosecutor appointed and additional testimony heard regarding the crimes committed. After that, arrest warrants will ensue.

Additionally, the ACLJ is representing over 20 Conservative groups that have filed lawsuits against the IRS and its top officials. That serves as a back-up if the FBI fails to do its job properly. Eric Holder is a liar and a crook, and there is no confidence in the Justice Dept. anymore. But one way or another, the truth wil come out once peoples' butts are on the line in court. And the canaries will start singing. Until then expect more efforts by Democrats to obstruct and distract from the harsh realities that are looming on the horizon ahead of the 2014 election. Their desperation will become more frantic the closer we get.

Hey Storymark

I think how it happened is this:

There was a major ruling by the Supreme Court called Citizen’s United. Whenever a major ruling comes out - or even when new laws are written that affect agencies - it tends to lead to confusion as to how the written word should be interpreted in action. I've been through a few cycles of this myself. I've seen it handled extremely well by department heads who were intelligent and well-versed in law and regulation. But this time it seems like it was handled by someone not as savvy as he needed to be.

The other thing I've been noticing is that the IRS is a lightening-rod for criticism. It's possible that no matter what was done, or not done, there would have been criticism.

So, what I see is that a new ruling put a particular category of technically ambiguous tax-exempt filing into overdrive. And the IRS did what it's mandated to do, which is to ensure the accuracy of the filings submitted.

In any case, the IG's report indicates that while what was done was improper, it wasn't done for political reasons (as the TP-related filings given extra scrutiny were only a very small minority of the group), or due to corruption (no money was asked for or offered, or exchanged hands), or at the behest of the president (no link between the persons who did it and anyone in the WH), or any number of legally culpable reasons.

The thing that the IG's report FAILED to address - and which it was mandated to answer - was whether or not the particular filing category was subject to abuse and was therefore PRUDENTLY subjected to extra scrutiny.

More might come out later, but a fairly comprehensive i-net search didn't turn up anything even mildly untoward so far.
