President not Vetted because of Voters?

Hello,

A statement in this article was confusing to me. I thought maybe my fellow forumites could explain it.

"Some of this though is a result of he not having much experience and then a complicit media and maybe some voters who chose to not to allow him to be vetted very closely."

Was there a time when voters blocked people who wanted to vet the president? Did voters vote for a measure that protected the president from being vetted?

I wasn't sure what she was referring to.
