In the DVD extra, he does go in to more detail, including where he got it from in the first place.

According to Joss, told to the audience in his Australian Q&A in Sydney, N.S.W, the Russian phrase translates quite literally as:

"This is laughter for chickens."

That's the literal translation of it, but it's an idiomatic expression that means, "That's ridiculous," more or less - in other words, weird enough to make a chicken laugh.
