Question about Mr Universe

Was he a character that was meant to enter into the series at some point, or was he created specifically for the film? Was he mentioned in any of the books or unpublished scripts?

To my knowledge, Mr. Universe is mentioned nowhere outside the film. Although an information broker would no doubt have proved useful had the series continued (Whedon has used similar information characters in his other shows: Willy the Snitch, the Oracles, the Host, and others), I suspect Mr. Universe was conceived specifically for this film.

The novelization provides a bunch of background on Mr. Universe and explains his connection to Wash.

Of course that doesn't answer any questions regarding when Joss created the character. I'd guess that it was something he planned for the series but hadn't fleshed anything out.
