White House struggles to explain Trump’s Texas border wall boast

“Yesterday I gave out 115 miles’ worth of wall, 115 miles in Texas,” Trump said on Christmas Day. “It’s going to be built, hopefully rapidly. I’m going there at the end of January for the start of construction.”

Contracts: 18 miles of wall in Texas so far in Trump administration

Customs and Border Protection (CBP) contract announcements since Trump’s inauguration list four border wall projects in Texas covering a total of 18 miles. Four of those miles involve replacing existing fencing in El Paso.

That includes 14 miles of new levee wall construction in the Rio Grande Valley near McAllen, plus the four miles of steel bollard wall construction in El Paso to replace existing chain link fencing.

CBP officials, who are responsible for awarding border wall contracts along with the U.S. Army Corps of Engineers, also recently announced awards to construct a series of new border wall gates in the Rio Grande Valley using money appropriated by Congress in 2017.

Border officials have long identified the Rio Grande Valley as a hotbed of illegal border crossing from Mexico. The levee wall projects there, slated to begin in February, were approved by Congress in March as part of a spending bill that provided nearly $1.6 billion for border security, including 33 miles of new levee and pedestrian fencing in the Rio Grande Valley.

No other publicly available contracts or budget documents point to the 115 miles of Texas border wall Trump said he had “just” approved on December 24. Combined with the 65 miles of new or improved barriers that could be authorized in the pending Senate spending bill for 2019, the administration eventually could lay claim to about 97 miles of upgraded border security in Texas, but that is still short of Trump’s claim to contracts in hand for 115 miles.

While some supporters have suggested that his tweet could have anticipated Texas border wall projects funded from his pending $5 billion request to Congress, Trump has doubled down on his contract claim and vowed to follow up with a trip to Texas later this month.

Trump has steadily painted himself into a corner on the issue after turning down an offer early in 2018 of $25 billion in border security funding.

Trump threw away his best chance to get funding for a border wall by effectively killing a bipartisan bill on February 14, 2018. A group of 16 senators, including Republicans Susan Collins from Maine and Virginia Democrat Tim Kaine, unveiled a new bill that assigned $25 billion in funding for border security, including physical barriers and fencing, as well as a path to citizenship for the Dreamers, immigrants brought to the US as children without documentation.

The deal was a compromise between Republicans and Democrats that could have broken the deadlock over the issue in Congress. It would “represent the most significant change to immigration law in the past thirty-five years,” said South Carolina senator Lindsey Graham, one of the bill’s sponsors.

Late that evening, however, the Department of Homeland Security put out an unusually political, aggressively worded, and often misleading statement that ripped into the plan, calling it a “mass amnesty for over 10 million illegal aliens, including criminals.”

Graham criticized the DHS for acting like a political entity, not a government agency, “Who the hell wrote this,” he said, calling the statement “poisonous.” Then Trump tweeted his support for the DHS rather than for the Senate’s compromise.

After the DHS statement dropped, Republicans and Democrats in pro-Trump states peeled away, apparently afraid that voting for a bill the president opposed would hurt them in the 2018 midterms. It failed to get the 60 Senate votes it needed in a Feb. 15 vote, winning just 54; a hardline Trump-backed alternative was even less popular, with just 39.

The IRS is not issuing refunds. That will pinch Trump voters. If they realize that those refunds could be fixed with a stroke of Trump's pen, but he won't pick up the pen, there will be trouble for Trump.

On the other hand, Democrats are being hectored to give Trump's 2020 Campaign a gift of $5 billion. Stroke of the pen versus $5 billion gift. I think the Democratic leadership understand that Trump will get something billions of times more valuable than what Trump will give in return, so the leadership won't give it to him or else they will look like they capitulated to a bully in exchange for nothing valuable.

Hard to digest: Inmates eat holiday steak during shutdown while prison workers go unpaid

June Bencebi worked on Christmas and New Year's Day when inmates chowed down on Cornish hen and roast beef, with macaroni and cheese, and Boston Creme pie and other treats for dessert.

"A lot of the staff were upset over the fact that we don't know where our next meal is going to come, and these inmates were served so much food they were able to get on the serving line twice," said Bencebi.

The shutdown marks the latest hardship for a group of roughly 36,000 federal employees who have been complaining about staff shortages and dangerous work conditions for months.

In addition to working without pay, many of the prison staffers, including correctional officers, were ordered to cut vacations short or face a loss in wages and possible administrative punishment, including suspensions.

Adding to the staffers' bitter feelings, the working inmates were still drawing government paychecks for their prison jobs, which include painting buildings, cooking meals and mowing lawns.

Trump could get votes for his Wall from Houston Democrats in the House by offering to pay for the Ike Dike, a multi-billion dollar project to protect Houston from hurricanes. There are other deals Trump could do to get his votes for his Wall from the Democrats in other states. Instead of a crappy $5.7 billion Wall, he could be building his big, beautiful $30 billion wall, but he has to make a deal rather than throw a childish tantrum lasting for months. Trump makes Democratic parents want to beat their whinny children and Trump with a belt.

I gave you the example of the multi-billion dollar Ike Dike paid for by the Federal Government. It has not been built because the Republicans that control the state government in Austin Texas don't want to pay for it. The Ike Dike would protect Houston, where the population is shifting toward Democrats and has several, but not all, Democratic Party Representatives in Congress. That is how you get 47 Democrats in Congress to vote for Trump's Wall. Trump has to offer the Texas Democrats something in exchange for Texas Democratic Congressmen voting for Trump's Wall. If Trump won't do that, it means Trump wants his Wall for free, simply because he says he must have the Wall. I doubt you understand.
