This has been the least productive Congress in recorded history, as we keep being told lately. I know the TPers will say that's great; the less Congress does, the less it intrudes in people's lives.

To me, that's bullshit. That's like saying a homeowner not fixing the roof and watching it fall down is doing less to "intrude" on his house. There are things Congress needs to deal with, and they're not being dealt with. Simple things like the UN Disability thing--which they rejected MERELY because it was the U.N., as well as FAR more important things that have been obstructed or not dealt with.

Only 219 bills have been passed into law -- the lowest number since Congress began tracking this number in the 1940s. (And many of these bills were naming courthouses or post offices.) The previous low was 333 in the 104th Congress (1995-1996).

They voted to repeal the Affordable Care Act thirty-three times. Holding that vote once makes sense. Republicans had promised that much during the 2010 campaign. But 33 times? If doing the same thing twice and expecting a different result makes you insane, what does doing the same thing 33 times and expecting a different result make you?

Then there's the current fiscal-cliff debate, the debt-ceiling standoff of 2011 that resulted in an S&P credit downgrade, the Super Committee’s failure, the near government shutdown in the spring of 2011, the defeat of the U.N. Disabilities treaty, etc. There are so many things bad about this Congress, it's hard to know where to start.

Regarding that debt-ceiling debacle:

Yeah, they really care about the country! When you consider that raising the debt ceiling is to PAY FOR THINGS WE'VE ALREADY BOUGHT, that's just insanity.

Let's not forget that their intransegence lowered America's credit rating for the first time in history. As Standard & Poors put it:

With all that's going on about the deficit and the "fiscal conservatism" of the Republicans, guess what? Congress just got a raise!

Obama has offered over a trillion dollars in additional spending cuts so that we would have $2 of spending cuts for every $1 of increased revenue. I think anybody objectively who's looked at this would say that they put forward not only a sensible deal but one that has the support of the majority of the American people, including close to half of Republicans.

Yes, maybe it's largely on Republicans, but the Democrats get a bite at the apple as well: In 2009, Senate Democrats passed a budget. In 2010, they marked one up in the Budget Committee, but didn’t bring it to the floor. Beginning in 2011 — so, in this Congress — they just stopped bothering with the whole budget thing altogether.

Okay, so budget resolutions aren’t binding, and the legislation that resolved the debt ceiling standoff has done the real work of the budget by setting discretionary spending levels for the coming years. But privately they see no reason to vote on a budget that House Republicans will never adopt. That’s also the reason they haven’t taken up President Obama’s budgets. That's just stupid.

Let's not forget the Farm Bill.

Just today, they reached a compromise that will keep the country from the so-called “milk cliff.” The deal still has to be approved by both the Senate and the House. Whose putting money on its passing?

Congress also hasn't gotten appropriations done on time. To be fair, they’re not the first Congress to fail to pass the required appropriations bills by the deadline. But most congresses manage to approve at least a few of them. In fact, the average is three. So how many appropriations bills did the 112th Congress pass by October 1, 2011? Zero.

How about the Federal Aviation Administration? House Republicans wanted to cut $16.5 million in subsidies to rural airports and to rewrite the rules around unionizing airports such that workers who didn’t vote would be counted as “no” votes. Senate Democrats disagreed. On July 23, 2011, Congress ran out of time. That meant, in the midst of a severely depressed economy, 4,000 FAA workers and 70,000 airport construction workers were furloughed. The shutdown ended a few weeks earlier. The cost to the government from uncollected airline ticket taxes alone was $350 million.

All that, because of PIQUE!

Congress hasn’t passed legislation that would keep millions more Americans from paying the alternative minimum tax this year and would extend other tax credits and deductions for 2012 tax returns as lawmakers have done in years past.

So. On January 3rd, the new Congress comes into power. That means the legislative process must start over and all bills proposed or awaiting action will die. All that work...disappears. What's important but wasn't passed has to be put forward again; the things that were ignored will have to be brought to the floor; and the Republicans have pretty much stated openly that they will continue to be as obstructive as they have been for the last four years.

Our government doesn't function. Period.
A portion of the Republican legislators in Congress are even more dysfunctional. You can't work to improve the country by being nothing but obstructive, much as the TPers would like to believe that. There are things the government NEEDS to do; ignoring them or opposing them is just behaving like 5 year olds.

He's just reaching for something--ANYTHING to blame on the Dems. Hard to come up with something, so he settled on the budget. Ignoring the fact that Republicans failed to pass budgets in 1998, 2004, and 2006. The Congressional Research Service noted that "At least one budget resolution has been adopted every year except 1998 (for FY1999), 2004 (for FY2005), and 2006 (for FY2007)." Republicans held House and Senate majorities in 1998, 2004, and 2006.

As to why no budget was passed:

I am actually deriving an insane amount of pleasure from listening to the panicked screeching within the alphabet soup so-called-protectors good-ole-boys network, it's like fucking music to my ears, it is.

They got handed an 8 billion (yeah, that's BILLION, with a B) dollar budget cut, and boy are those some tasty tears they're dropping - not that it'll amount to much what with them bulking up their budgets by moving dope and weapons all around the world, but it's the principle of the thing.

Of course, IMHO that cut is about 72 billion short, but ya gotta start somewhere.

I do worry though cause right now some of em are practically climbing the walls in a rabid foaming how-dare-they frenzy and there's a certain potential for... errm... stupidity.
Seems they have the notion that the whole people and government of this nation exist for no better purpose than to serve their will and whim, but we knew already that's how they think.
