I think the key difference is that social rules, ethics and morals are INTERNAL, whereas laws and directives are EXTERNAL.

Big difference this, cause internal values are generally held and acknowledged by the people themselves, if to varying degrees, and seen as needful and proper - while external values are usually seen as more arbitrary if not outright resented, like the way our legal system tries to push a christian morality I believe to be malicious down upon me (Blue Laws) despite my internal values being in complete opposition to it.

That's why prohibition failed, attempt to enforce an external value upon people who's internal values were in conflict with it.

On the other hand, we have internalized for the most part that beating your wife is wrong - and it's not so much fear of a law that causes folk to restrain themselves so much that this value has been passed on to and instilled within them.

S'why Sociopaths are so damn dangerous, cause they have NO internal value set - I make a clear distinction between Psychopaths and Sociopaths cause of that, the Psychopath DOES have a value set, albiet one in conflict with the establised set of social rules and morals, and they will hold to it - once you figure out what it is you can often enough work within it as some defense from their predations, but a Sociopath has NONE.

I had a Pyschopath in my care for a couple weeks in TX cause someone called in a favor owed, and I knew enough of his internal "rules" to prevent him from acting against me or mine - I simply refused to accept any help or assistance from him of any kind, monetary or otherwise, which prevented him from building any kind of excuse for that behavior cause his "ruleset" required some form of exploitation, however minor, to trigger the predatory behavior - and I got him somewhere safe from the rest of us before he ever found a way around that, thankfully.

Anyhows, despite the misperception, which seems to persist despite repeated, ongoing statements to the contrary, lemme say it again for like the fiftieth time now...

Dissolving the LEGAL bonds which hold us together, would in no way dissolve the SOCIAL bonds which do, and would in fact strengthen them.

I mean, case in point, just off the top of my head - if you legalized cannibis, folks would torch up right off, yes ?

But if you legalized cannibalism, I don't think you'd see Mickey-D's adding long pig to the menu, would they now ?

Just some thoughts.

It cannot be said enough, those who do not learn from history, are doomed to endlessly repeat it
