I think the intent is to make fun of Texas, not GW's personal upbringing. Bush calls Texas "my land" at the beginning of the song.

I figured the whole "this land is your land" pointing to a trailer park and then "this land is my land" pointing to the manse, was a reference to "your" being the people of the US. But I could be wrong.
