I don’t know where you heard it either, because the ethic of reciprocity is so widely stated it could have been anywhere. It’s certainly one worth pointing to thought. And if I ever found my self in a position in which I could save the lives of thousands of innocent people targeted by terrorists, but refused to provide that information, then hopefully someone would be decent enough to persuade me.

Never? Never ever? What if by torturing someone you prevent the torture of everyone else? You'd condemn all but the torturer to torture by your failure to act. Thats seems unreasonable.
