Upon further consideration, I don't believe this concept would work.

The premise is that by filling a conical container with something that exerts pressure on the walls, the container would be propelled because one end of the cone has more surface area than the other. The author of the premise has used microwaves as his pressure-medium, but you could fill the thing with compressed air and get the same result.

Which is, no result.

But if you put a small hole in one end, you do get a nifty weapon. Or a rocket.

Don't think you'll be able to generate enough thrust for sustained flight, though. Not with this setup.
