That is Congress's power, and yet the Pentagon, which doesn't seem to be under control of Congress, keeps going to war no matter who is President. Why don't citizens either force their Congressmen to vote on authorizing wars or else not reelect their Congressmen? The majority of Americans know that Congress has been malfunctioning on that particular simple duty and yet they keep reelecting the same people who are shirking their responsibility to decide about wars.
