It wasn't as if the Mexican President was going to hand Trump an oversized Publisher Clearing House style check to Trump with "For the Wall" in the Memo line. It was going to be paid with additional fees and fines associated with legal and illegal immigration into our country, levied against Mexico and future immigrants, that was going to pay for it.
