He's shut down most of the gov and laid off 800,000 US citizens for no reason, and now he's pissing off another group of dedicated civil servants. That being said, if you read his campaign page about the wall before the election he actually never did say that Mexico would pay for it with money directly. It wasn't as if the Mexican President was going to hand Trump an oversized Publisher Clearing House style check to Trump with "For the Wall" in the Memo line.

It was going to be paid with additional fees and fines associated with legal and illegal immigration into our country, levied against Mexico and future immigrants, that was going to pay for it.
