New Jersey Republican Gov. Chris Christie's ability to secure Democratic endorsements supported his overwhelming re-election last year and helped establish him as a 2016 presidential contender, but now a traffic scandal has put the spotlight on his campaign's tactics with local officials across the state.

Interviews with mayors and other New Jersey Democratic officials show that Mr. Christie's allies in conversations that swung from friendly to persistent fostered a perception of better access to the governor's office and state commissions for those who cooperated, while a few who stayed neutral or endorsed Mr. Christie's opponent said they felt locked out. Others suffered no harm.

One question is whether carrot-and-stick political tactics by Christie aides played a role in a traffic scandal allegedly engineered as a political punishment for a Democratic mayor who didn't endorse the governor.

Jersey City's Democratic Mayor Steve Fulop said there was swift retribution when he failed to endorse Mr. Christie. Mr. Fulop, elected in May, was seen as a pragmatist, rising star—and potential Christie ally—in the state's second largest city.

Mr. Christie spoke at Mr. Fulop's inauguration in July, and the Democrat's campaign gave early indications it might endorse the Republican, according to people familiar with the discussions.

The Christie campaign in phone calls, according to one person familiar with the discussions, offered new access to state commissioners, who hold the purse strings for many Jersey City services.

Mr. Fulop decided against endorsing the governor. Within an hour of relaying his decision, the mayor said, meetings with several state commissioners were canceled.

Since then, he said, "nearly every single meeting we have requested with state commissioners with regard to proactive Jersey City issues has been unfortunately rejected over the last six months, along with countless requests we made to the Port Authority" of New York and New Jersey, a bistate agency Mr. Christie jointly controls with New York Gov. Andrew Cuomo.

Mr. Fulop's name surfaced when Christie representatives discussed in emails how to respond to Mr. Sokolich's pleas for help during the traffic mess in Fort Lee. "Radio silence," one Christie ally wrote, regarding Mr. Sokolich. "His name comes right after mayor Fulop."

The mayor of Hoboken, Dawn Zimmer, said she was invited to the state capital in February to meet with Mr. Christie and Mr. Stepien. The conversation began with talk about securing federal money for superstorm Sandy damage then turned to politics. The governor, she said, asked her to endorse his re-election.

"It was not that easy to tell him no," Ms. Zimmer said. She told WNYC that after making her decision, she received considerably less money. She originally requested $100 million in grants to help protect Hoboken from flooding — the city was largely underwater after Sandy — but only received $300,000 in return.

Other mayors who didn't endorse the governor said they suffered no harm. Matt Doherty, mayor of the Jersey Shore borough of Belmar, said he never endorsed Republicans, but state officials nonetheless helped his town after Sandy.

Democratic elected officials said they received overtures from Mr. Stepien and Mr. Mowers, now the executive director of the New Hampshire Republican State Committee. Their inquiries were delivered in a polite but persistent tone. There were invitations to Drumthwacket, the historic governor's residence.

Anthony Davis, the Democratic council president in Paterson, N.J., said he endorsed Mr. Christie in the hope of receiving more state aid. http://online.wsj.com/news/articles/SB10001424052702303819704579316892

Hoboken Mayor Dawn Zimmer “It's a lot less and I was extremely disappointed,” Zimmer said. “And at the time I was angry because I felt like the focus was on the shore.”

Now, she says she can't help but wonder if her decision not to endorse Christie played a role.

“With 20/20 hindsight, in the context we're in right now, we can always look back and say, 'Okay, was it retribution?'” Zimmer said. “I think probably all mayors are reflecting right now and thinking about it, but I really hope that that's not the case.” http://www.wnyc.org/story/nj-mayors-was-christie-getting-revenge-me-to

In Elizabeth, Chris Bollwage, who has been the mayor for 21 years, says his city has gotten payback from Christie after its state legislators opposed several pieces of the Governor's legislation.

“The Governor's retribution was to close down the Division of Motor vehicles here in the city of Elizabeth, which is the fourth largest city in the state of New Jersey,” Bollwage said.

In a 2010 letter to State Senator Raymond Lesniak, the Motor Vehicle Commission wrote that the office in Elizabeth was closed for cost saving reasons, among other things.

Senator Lesniak says he doesn't buy it. He thinks it was retribution.

The Mayor of Harrison, Raymond McDonough, was the first Democratic mayor to support Christie. He says he did so because the Governor helped him get $100 million for the city’s PATH station.

In Elizabeth, Mayor Bollwage says he's been wondering what the Democratic mayors who did endorse Christie are getting out of it.

“I said back then, it's only going to be shown when this budget cycle comes around. Who benefits in this budget and who gets hurt in this budget," Bollwage said. “But the GWB fiasco has really taken away the ability for political retribution.”

Now, Bollwage says Christie's budget, and political relationships, are going to be under a microscope. http://www.wnyc.org/story/nj-mayors-was-christie-getting-revenge-me-to

Another possible reason that's been floated around has to do with real estate. Apparently Fort Lee, an already highly desirable location, was due for a $1 Billion dollar injection of real estate development.

Not sure how that plays into it, but my guess is that Christie wanted to share in that bonanza, whether politically or otherwise. Also, it turns out that Sokolich was pressed for his endorsement, so that also changes the landscape some (before Sokolich said he couldn't recall). Could there be more to this unfolding story? Who knows? Somebody does, and at the hearing in front of the state's senate committee Wildstein's attorney made overtures toward his client "singing" for his freedom.

Stay tuned!

My guess is that more of these "pressures" will come to light, which reveals the culture Christie created within his office, and bring forth some answers, but definitely points out his modus operandi - business as usual in the Christie stronghold.

My feeling on this is that he threw his deputy chief of staff under the bus, and he's fully insulated against legal ramifications. Kelly is but a pawn in Christie's tangled web of deceit. I re-watched his press conference and he carefully worded his "mea culpa" speech, and honed his performance to near perfection, he did have a couple of Freudian slips. The reference to the Oval office was one. He did slip elsewhere.

The investigation will bring about something, but I don't believe we will ever get the smoking gun, unless someone is willing, under oath, to testify.

Yeah, that would be the Hudson Lights redevelopment project ( http://www.nj.com/bergen/index.ssf/2013/10/retail_luxury_development_t
o_rise_on_fort_lee_lot_that_sat_empty_50_years.html
). I saw that one all over the place yesterday...and now I can't find any of those stories...? Seems the media's moved on to his use/abuse of Sandy funds for ads featuring himself...that's a grey area and I haven't delved into the stories. I skimmed the ones about the development, but I'm at the point where there's so much stuff flying around, including bullshit put out by the right, that I'm going to wait in hopes of an actual investigation (will Bridget take the fifth when subpoenas are issued?) to see if there's any actual answers that come out.

I see Christie is gonna open his mouth again...hope it's not another two-hour "state-of-the-state-athon"...we need answers, not politispeak. I'm beginning to wonder if we'll ever get any. We can speculate all day, but we're not the ones with the answers.

Hey Niki, here's something I missed previously. I taped the Last Word last week and began to watch it, but got distracted. I'm watching it now and it's good. I taped it the day of Christie marathon press conference.

Lawrence O'Donnell dissects his speech and makes some interesting observations:

1. Christie feeling sorry for himself, but never for the voters
2. Or for the children stuck in traffic, or the stalled ambulances
etcetera.

But the most damning of all is Christie's own words admitting he new nothing:

Some may say it's semantics but words carefully crafted and put together say a lot. "I had no knowledge or involvement" "Bridget Kelly has lied to me" "I was blindsided yesterday morning." What is the common denominator in those statements? It's all about Christie. It's never about the thousands and millions of the people in his state. Me, me, me. He portrayed himself as a human being who was lied to and betrayed. Brilliant set up. If anything comes to light, it was they who did this to "me."
He apologized, but not specifically to the people in Fort Lee. Nor did he say he felt for those inconvenienced by his staff.

But here's something that O'Donnell pointed out that got my attention:
He, Christie, admits in the press conference that he made a joke about the lane closures 4 or 5 weeks prior. This came only after the emails were discovered. So his claim he knew nothing falls flat on it's face. It is at that point that a credible governor would have looked into the matter.

In the final analysis, O'Donnell says, it took him 24 hours to do 2 things, fire his deputy chief of staff and fire his campaign manager. He found out at 8:50 a.m. Wednesday, he fired Bridget Kelly 9:00 a.m. Thursday; he fired Bill Stepien at 7:00 pm. How long does it take to fire 2 people when you have the hard evidence in hand, still smoking. 24 hours of silence in between. What went on in those 24 hours?

Here is the kicker: Christie, in the press conference changed his story> Here is what O'Donnell points out:

Christie; "I brought my senior staff together about 4 weeks ago, and I out to all of them one simple challenge, if there's any information that you know about the decision to close these lanes in Fort Lee, you have one hour to tell either my chief of staff Kevin O'Dowd or my chief counsel Charlie McKenna."

That's from his opening statement. He continues:

Christie: "Over the course of the next hour, Kevin and Charlie interviewed each member of my senior staff, came back and reported to me, that they all reported, there was no information other than what we already knew that had been testified to by Senator Baroni, regarding this incident."

Now remember, that's from the prepared statement at the top of the press conference. And now comes a completely different version, watch closely.

Christie (later in the conference): Angrily stated for emphasis -
"Four weeks ago, when I had them all in that office, I said, if any of you have any information about this that I don't know, you need to tell me, Kevin or Charlie now."

It changed from "you have one hour to tell Kevin or Charlie" to "you have to tell me, Kevin or Charlie now." Which is it? Obviously there was a slip up. That happens when you forget the script, and, by the way, he, Christie, was not on the witness stand. He was speaking gladly and freely. Of course, in a lengthy press conference one can forget the script. Does anyone really need to practice the truth? Mainly, a script is needed when it's what - a lie! Only one version can be the truth.

Of course, the reporters did not catch that. Truth be told neither did I, but then that's the trick isn't it? The long press conference served it's purpose. Everyone was talking about it the next day, remember, the marathon press conference - that made headlines. Hey, said the conservatives, he talked for 111 minutes. If he was lying he would want out of there, but no, he made himself available.

Another little faux pas happened during this lengthy presser. At the beginning, he stated that both he and his office would cooperate fully with the authorities to get to the bottom of this. But later on a reporter asked him that very question and he said he would not answer, that he would not speculate on that. Wait, which is it? Are you going to cooperate or not?
The reporters must have been tired and ran out of interesting questions, after all, he spoke for 111 minutes, nearly 2 hours. Brilliant strategy!

Yeah, I've finally come full circle. There's just too much; too many unanswered questions, too much evidence that too many people knew; too obvious that something that serious should have been taken seriously by the GOVERNOR of the state. The marathon press conference was a smart move, but when you dissect it (and I read the whole transcript), it's patently obvious he was FAR more pissed off that his staff had supposedly lied to him than the people of his state were harmed, and that he had no DESIRE to find out WHY it was done. It's a new version of the non-apology-apology; talk and talk and talk, sound contrite, BURY the reporters with meaningless information, and with any luck, people will be so impressed by your "taking responsibility" that THAT will be the story--which it was, for days.

I'm pretty cynical that we'll ever find out all the facts, but part of me is still hopeful there are reporters out there who remember how to do INVESTIGATIVE JOURNALISM, and that Christie's power isn't sufficient to quash a decent investigation.

I'm also pretty sad about it; Christie seemed in many ways a much more REAL human being, compared to Cruz. Palin, and the rest of the idiots we hear from daily; now I don't trust him any more than any of them.
