Unexpected?
The Tohoku Tsunami of 2011 was produced by the underwater earthquake, which occurred an hour before Sendai Airport was flooded, and even the very first affected land areas had to wait 30 minutes before the waves arrived.

The Sendai flood region was a well-known and well-defined area, having flooded 3 times in prior Japan history. In 2001 the announcement was made that this specific fault and following tsumani were of great likelihood due to the normal interval being exceeded, and the area to be flooded was well known.
Warnings were issued within 8 minutes of the quake being detected, which was about a minute before the quake actually occurred.

They have an hour to evacuate a known, well-defined area. And the video shows cars still driving along the road on the land side of the barrier wall. Higher ground is where the video is being taken from, and those in view must be within and hour of reaching this higher, safer ground.

It seems like "unexpected" is an euphemistic term here.

Warnings were issued within 8 minutes of the quake being detected, which was about a minute before the tsunami ? actually occurred.

You're right - this was about Tohoku. I came across it sideways from a video about China's glass bridge, set to open soon (! an event they seem to think should not be missed).

Looking further - after the earthquake, warnings of strong shaking were issued, in Tokyo these warnings were about a minute before the shaking was felt. That's what you meant. Also, what was unexpected was the size of the surge. Many people died when water overtook 100 tsunami evacuation sites.

Oh well. I should have looked further - but the event was unidentified on youtube and that was the heading they posted.

Let me just point out that the author left out vital relevant facts in the opinion piece. Doing that is known as cherry-picking. And whether you do that in the news, in discussion, in debate or in opinion, when you distort the facts, you've changed the nature of your communication into propaganda. But WE don't have any of THAT in the US, do we?!
