White males are not allowed to own businesses on govt contracts, unless their name is Dick.

Some of the money set aside for the Mercer Corridor Project comes from the American Recovery and Reinvestment Act, aka the "stimulus package" President Obama signed into law in early 2009. Apparently the current system is complex enough to merit extra explanatory meetings. On the PowerPoint presentation (slide 7) is the bullet point telling interested subcontractors that they "Must use under represented groups -- No white males w/o WSDOT approval and extensive good faith effort documentation."

So white males must sign their businesses over to female or minority owners to get govt contracts.

This is also told to applicants for hourly jobs at our local nuke plant.

Not necessarily. MWBE means minority or women owned businesses with no white male employees get first dibs, but there really aren't many businesses with no white males employed. So generally the contacts still go to the lowest bidder.

It's mostly liability protection under the law, to keep states from getting their asses sued for violating discrimination laws.

But you might be right about MWBE businesses turning away applicants, I wouldn't know.
