I found this amusing cause it was an idea I mentioned offhand during one of the many discussions about how an Anarchist community would work, get the local drunk to clean up the park in exchange for booze, keeps em happy, out of trouble and useful in their own fashion....
And here Amsterdam goes and does just that.

I suspect this is because the Scandanavian countries turned a corner in humane behavior back in the late 70's, especially in regards to how they treat not only each other, but their youth - not that they had that much of a problem even then cause culturally they're a lot more laid back and have a deep streak of near-anarchism dating back to tribal roots, but whatever the cause, they're as a rule more community focused and lack the desperate ambition for money, power and things which curses americans.

I don't remember the word offhand, but they have this cultural concept of "enough", enough stuff, enough money, and so on, and view crossing that line for the sign of mental instability that it truly is, and all of these factors together make for a much saner society.

Oh, and they didn't have the asshole, anti-civilization, inhumane Puritan so-called-values contaminating their society like a poison from the get-go, and generally rejected attempts to force the issue.
