The Quadruple S would have declined to assassinate Mubaric, they would have seen that the rebels/military didn't have a plan that was adequate for Quadruple S participation. They didn't need the Quadruple S though, they did it themselves.

I don't like the people who took over Egypt, they are mean rutters in my opinion.
