The news seems to be, more or less, that they're out of bright ideas. They've shot their wad, and the only power they have left is to make gestures. I'm not sure why that makes the markets feel reassured.

I dunno about the markets, but it sure makes ME feel reassured - cause the idea of the FED "helping" is like when your crackbrained bubba fumblefingers cousin offers to "help" you fix your washer/dryer...
