Scott Bloch led the Office of Special Counsel through much of President George W. Bush's administration (2004=2008). The Agency is charged with protecting federal whistleblowers and making sure that federal employees do not engage in partisan political activity. The OSC is an independent federal agency charged with safeguarding the merit-based employment system by protecting federal employees and applicants from prohibited personnel practices, with an emphasis on protecting federal whistleblowers.

Boch admitted withholding information from House investigators about having private technicians "scrub" computer files at the Office of Special Counsel in December 2006.

The information alleges that, responding to a request from the House oversight committee, Bloch failed to "state fully and completely the nature and extent of his instructions that Geeks On Call perform 'seven level wipes' on his [Office of Special Counsel]-issued computers" and the computers of two other appointees in the office. That was in late 2006.

He was under investigation for allegedly retaliating against employees and dismissing legitimate whistleblower cases when the Geeks on Call incident occurred. Bloch has maintained he called the tech service to try to kill a computer virus. He did not immediately respond to a request for comment.

Separately, the FBI launched an investigation of whether Bloch was trying to obstruct a Hatch Act inquiry into whether he mixed political and official activities. The House Committee on Oversight and Government Reform interviewed him in March 2008.

Bloch eventually admitted that he did not truthfully answer questions about his orders to a company called Geeks On Call to delete the files at the Office of Special Counsel, an independent investigative and prosecutorial agency.
