No... It was a joke about how Star Trek Ferengi make excellent deals, like the deal this kid got by trading a free phone up through a long series of trades until he got a sports car. Jake Sisko and Nog did something similar in Deep Space Nine. I forget the episode name, but it involved Self-Sealing Stem Bolts.
