Did Putin give Ukraine the equivalent of the Brexit Referendum? No. Putin did not. Nor did Putin have 22 Referendums before he ended 22 Russian Republics. Putin doesn't ask permission from all the little Citizens, not just the already powerful Big Shots. Too bad Putin is not that decisive about reviving the Russian economy.
