May be the dumbest idea I've ever heard. Granted, the details are way out their in some happy cloud of dreams and what-ifs and unicorns, but even just the idea is real idiocy. I lived in MPLS for 5 years - I've met these progressives that think there's love in everyone's heart and we just nurture it and they are usually right out of college...a bit looney tunes and unknowing in how the world works (sadly) imho.

What would happen:

Vigilantes, gangs, small fiefdoms run by local criminal networks who were not afraid of The Nu Kops. None of whom could be held accountable for sh*t.

Plus: Holy sh*t, gun sales would sky rocket. If they think guns are a problem now...open carry on every block, 24-7. I'd buy half a dozen and I hate guns. Is that what these idiots want?

Plus, plus: talk about handing Trump a huge campaign pillar. Dumb x dumb.

I get it. Feelings and tensions are super HIGH, and there's is a ton of momentum for some kind of change (and definitely needed) but this is criminally stupid. Too bad there won't be anyone to arrest them for it.

My best guess is that this whole idea will get shot down and watered down. Too many people I know feel the same way, even my most liberal friends.

In the end I actually agree with you: I hope they try.

But we can't root it our without addressing the economic basis for discrimination. It doesn't help that most murders are committed by blacks, and that most blacks are KILLED by blacks, not police.

How do we solve that?

Show me the incentive (reward), and I will show you the behavior.

If there are not enough good jobs to go around for everyone who can work and is willing to work, if these jobs do not pay enough to support oneself and a family, some will suffer.

If that lack of economic opportunity is concentrated on a skin color and a neighborhood, people will still find a way to "make a living" and feel in control of their destiny, whether that is joining a gang, or selling drugs. The answer isn't to throw money at "poor people", the answer is to make sure there are so many good, decent-paying, meaningful jobs available for every citizen that nobody will see a new job entrant as a threat, but as a colleague. Then we have to raise the quality of education so that people will be prepared for the jobs that will be open to them. And we need those standards of meritocracy to be applied fairly, so that everyone can have faith in the system. That goes for loan evaluations, rental applictions, etc.

I suggest that as much evaluation as possible be done "blinded", with age, sex, and name removed. For jobs, only education, experience, and references count. For loans and reantal/lease applications, only credit score counts. Nobody needs to know anything else about you. For entrance into higher education, an entrance exam which challenges thinking. In this day of the internet, a lot can be done online and despersonalized.

The United States economy is teetering into meaninglessness. We need to manufacture basic commodities and items, again. Our infrastructure is falling apart. Houses need to be renovated ... stripped of lead paint and lead pipes, made energy-efficient. The environment needs to be remediated. People need to be healed, and young people need to be taught... and especially, how to teach themselves. With so much work going undone, why do we have unemployment? Why do we have large swaths of despair, not just in inner cities but across white (formerly) middle class America?

"Black communities" need to be reintegrated back into a meaningful American economy, and we - not just blacks - need a whole new direction of what we reward and cherish. Not consumerism and greed but something that will move us ALL in a positive direction ... work, innovation, cooperation, motivation.

AFA abolishing the police ... I have wondered what the police do that is so vital. They're almost never there to PREVENT crime ... there simply aren't enough of them ... they usually only show up afterwards. I know a cop, and in her whole career she only managed to stop one crime in progress. Yep, we need EMTs, and coroners, and investigators, and I suppose we need a special group of people who will go out and make arrests, and probably SWAT teams and hostage negotiators for long-duration events (people holed up with guns and maybe hostages). But the best crime deterrance was an experiment in Boston where investigators had determined who the "enforcers" in any particualr gang were (not all gang members are equally violent) and they had them under such parole conditions ... btw, you don't need a warrant to go into the house of a parolee ... that they could inspect and if necessary re-arrest someone for parole violations. Also, they found that sending thse people to prison far away, not to jail with their homies, also helped.

So, "beat cop"? Not sure what good they do. It would be an interesting experiment to get rid of them.

What I was wondering was about the role of the "beat cop", not the police force in general.

Here in the 'burbs of LA, everything is very spread out. No matter how fast the police get there, the perp is either gone, or injure/dead on the scene. I've seen it happen in my own life, when I lived in an apartment complex that was regularly being purse snatched/burglarized/robbed by a young black man on a bicycle. The police were never able to catch him.*

In our other home, there was a robber working up and down the street. I actually bumped into him in the dark one morning. Again, the police were never able to catch him.

Our other house was burgled of tools. The police took a report but ... ditto.

Our other home was burgled of small items. The police sent an investigator but ... ditto.

In the space of about one year, every home around us was burglarized. The police took reports and send a squad car to police the neighborhood every few weeks, but the perps were never caught.

One of our caregivers lived in a very violent neighnorhood dominated by a gang ... they literally kidnapped her husband and made him take money out ofthe ATM at regular intervals, and kidnapped her elderly mother and threatened her daughter. The neighborhood was very hard to police ... very narrow deep lots, one house behind the other, impossible to see what was happening from the street. The police (LA Sheriff, in this case) never did manage to get a hold of the problem.

It must be very frustrating, being a police officer, especially when you KNOW that some of the people that you're dealing with are criminals, but you can never catch them in a crime or with evidence. (BTW, my uncle was a cop before he retired, so I have some sympathy.)

So how do you handle the problem of crime? Treat the whole neighborhood like a prison? Stop and frisk everyone?

I think part of the solution is technology ... there are a lot of people who are stupid enuf to Instagram themselves committing a crime. "harden" your neighborhood: *I fought off a criminal once. Today, almost everyone has a security system with cameras, and we're all in touch with each other. A few of us even have guns.

THUGR: I'll say this in simple terms so maybe you'll "get it": The way that you make people behave lawfully and productively is to make lawful and productive behavior PAY, and make it FAIR. There will always be miscreants and psychopaths among us, but how cna we expect people to be lawful, productive, and fair if society isn't lawful, productive, and fair?

To be perfectly clear, in times of mass violence, arson, and looting, I have no problems sending in the National Guard or the 82nd and/or 101st airborne divisions if necessary.

But I have a different proposal ... just ask the neighborhoods if police should withdraw completely from the area. It could be a trial run for defunding. Give them a chance to see how much they like not having police around.

In 2015, The Washington Post began tallying how many people were shot and killed by police. By the end of 2015, officers had fatally shot nearly 1,000 people, twice as many as ever documented in one year by the federal government.

One of the things I learned from an ex-CHP officer is that it's nearly - but not quite - impossible to reform an organizational culture that's been baked-in for a long time.

Many decades ago, the CHP had a reputation nearly as bad as any local southern sheriff. Procedures were ad hoc. The scope for abuses was wide. Public trust was low. But in 1970 the "Newhall incident" led the CHP Commissioner Harold W. Sullivan to bring in an outsider (whose name I forget and can't track down) to reform the CHP. I honestly have been trying to find for a long time who that was and how he did it - because indeed he accomplished the near-impossible and did reform the culture in-place. The result was the CHP became for many decades a highly respected organization, with a high level of competence and integrity, and a high degree of public trust. (They were the non-participating officers watching aghast as city cops beat Rodney King. The chase initiated on the 210fwy, but became local when King exited. At the time, the CHP had no clear authority on city streets.) To this day because of the procedures that were instituted back then, many people reflexively say "thank you" to the CHP officer after getting a ticket. It's a great positive example of that old NO saying 'what goes around, comes around'.


But the MLKJr/ Drew Medical Center hospital in Los Angeles is one of many stories of protracted ongoing failure - despite repeated changes in management, retraining and firing of staff, loss of federal money, loss of federal accreditation, and reducing, then closing, various units over time. This is from 2007:

Looking at previous reform examples, re-forming a police department that's been in place for many decades could be a difficult task, to say the least.

I get what you're saying G but defunding the police is being portrayed as though it means closing the police department. It doesn't. I am heading to work so this will be a less than adequate response, but think of making a 911 call. If you need a fireman they send one. If you need an ambulance they send one. Now think about other underfunded services being funded better so If you need them calling 911 will get you that assistance. Sorry, but as I said I am rushed by my need to get to work.

Global climate shift isn't Trump's fault, neither is police brutality, the wealth gap, or the hollowing out of the American exonomy. Since Trump was not the cause, his presence - or absence - isn't going to be "The" solution either. Covid was going to be a shit sandwhich and no matter what Trump did or didn't do you would have blamed him for something: either collapsing the economy or letting people die. I understand that a lot of "police reforms" in the past have not worked, hence this bigger, bolder approach. I understand that defunding doesn't necessarily mean closing. I also understand that emotions are extremely high (as they should be). The New Jersey example is on a much smaller scale but it seems to have worked. Camden was on what was called the Heroin Highway and bad cops on the take were a big part of the problem. So yes, when something is that bad blow it up and start again.

I think Kiki's suggestion is a really good one: if communities don't want policing, let them try it and see if they feel the same way after a year.

I seriously wonder if we can design even a new police force that will work for white AND black communities - especially now.

Nothing would make me happier than a police force that Black Americans / All Americans thought was fair and just. I feel like we've only gone backwards on that one.

Over the past 50 years, American police have become ever more aggressive. For every bullet the German police fired on duty in 2016, American police killed 10 people. Even overwhelmingly white states like Wyoming and Montana imprison citizens at higher rates than authoritarian Cuba.

To understand what’s wrong with the American criminal justice system, follow the money. What matters even more than black and white is green. Fixing our criminal justice system means fixing the incentives.

Here are just six ways we can alter the financial incentives; there are other options as well, but the logic of these is relatively easy to see.

• Remove laws immunizing police from civil and criminal penalties.

• Enable citizens to sue police for excessive or inappropriate violence; pay resulting judgments from police pension funds or salary pools, rather than general taxes.

• Make police salary raise pools dependent upon measured community satisfaction.

• Repeal civil asset forfeiture laws.

• Disband SWAT teams in any town smaller than 100,000 people.

• Don’t allow towns to keep revenue from tickets and fines; instead place that revenue in victim restitution funds.

If we change the incentives, we change behavior.

Sorry, I don't think so. Disbanding the police without properly funding programs improving conditions within the black community, will only lead to lawless streets. Comrade kiki's an ass.

One thing we can start doing right off the bat G, is realize only 5% of police encounters are for violent offenses. That means 95% are not. George Floyd was not. Using peaceful means rather than force, like making an arrest, can be replaced by giving out a summons. Police can make less arrests. Act in a nonaggressive manor towards a nonaggressive suspect.

We could enforce whistleblower laws protecting officers who file complaints against fellow officers. What's being discussed regarding this topic in these threads is so far off the mark it's humorous. What is not humorous is how many people don't realize they are spewing nonsense. Nothing new for these threads.

I agree with West that the fundamental problem is lack of jobs. I DON'T think that the poverty problem will be solved by defunding the police, nor do I think that you can solve the poverty problem by "giving people momey". I DON'T think you can solve the poverty problem by giving big banks and big business more concessions and more power, because they caused the problem in the first place. Look at what happened under Obama's giveaway to the banks: Black business and home-ownership fell to the lowest it has been in DECADES.

Why Does LA Spend Twice as Much on Policing as San Diego?

How much scope is there for cutting spending on police? Just to give you an idea, here’s the variation in spending among big California cities:

In Los Angeles, residents pay an average of $750 per year for police protection. In Fresno, which has about the same violent crime rate, they pay only $450 each. In San Diego, with a modestly lower violent crime rate, they pay about $300 each.

That’s a huge range, and obviously there’s more to the picture than just the crime rate. Nonetheless, it does give at least a hint that there’s a considerable scope for reductions in some of our highest spending cities.
