What does Trump actually want to do as president? The answer is unclear.

Trump doesn’t seem to have defined goals or means to achieve them.

There are many, many frustrating elements to this administration. But perhaps the most basic is that it’s not easy to figure out what Donald Trump actually wants out of the presidency.

Most presidents have multiple goals for the office:

Accomplish the policy objectives of their party
Accomplish their own policy objectives
Win reelection, and perhaps elect a chosen successor
Some sense of “public service”
Lead the nation in times of crisis
Build their own power
Boost their egos

Only the last clearly matters to Trump. Otherwise, his behavior doesn’t seem to make sense in pursuit of any of these goals. The appointment of John Kelly as White House chief of staff indicates that Trump might be seeking to become more effective. But to what end?

Alternatively, Trump is no longer completely in control of his faculties and simply forgets stuff almost as soon as he hears it. The evidence points to it being some of both.

There is plenty of evidence. If Congress wanted to impeach Trump for dodging the draft in 1968, it could. If it wanted to impeach because he lied about making his tax returns public, it could. It doesn’t need “evidence” to persuade you because it isn’t really a trial when most of the jury (the members of Congress) have already decided which way they would vote. I know what the Democrats would do. I know what the Republicans would do. The only unknown is the ratio of Democrats to Republicans in Congress when the question of impeachment finally comes to trial sometime after Mueller issues his report after the next election. For Mueller to issue before the election would be pointless, since any report would go immediately into the trashcan of a Republican controlled Congress, without even reading it.

Don't you mean still no Robert Mueller III report? The special counsel has no obligation to report his conclusions to the public. The special-counsel regulations do not give him the power to do so without the approval of Deputy Attorney General Rod J. Rosenstein. We may never know what he uncovers.
