Senate report: Attack on U.S. compound in Benghazi could have been prevented

Quote: long-delayed Senate intelligence committee report released on Wednesday spreads blame among the State Department and intelligence agencies for not preventing attacks on two outposts in Libya that killed four Americans, including U.S. Ambassador J. Christopher Stevens. The bipartisan report lays out more than a dozen findings regarding the assaults on Sept. 11 and 12, 2012 on the diplomatic compound and a CIA annex in the Libyan city of Benghazi. It says the State Department failed to increase security at the sites despite warnings, and faults intelligence agencies for not sharing information about the existence of the CIA outpost with the U.S. military. The committee determined that the U.S. military command in Africa didn’t know about the CIA annex, and the Pentagon didn’t have the resources in place to defend the diplomatic compound in an emergency. “The attacks were preventable, based on extensive intelligence reporting on the terrorist activity in Libya—to include prior threats and attacks against Western targets—and given the known security shortfalls at the U.S. Mission,” the panel said in a statement. The report also notes, chillingly, that the FBI’s investigation into the attacks has been hampered inside Libya, and that 15 people “supporting the investigation or otherwise helpful to the United States” have since been killed in Benghazi. The report says it is unclear whether those killings were related to the investigation. Much of the document recounts now-familiar facts about deteriorating security conditions in Benghazi in 2012, a year after the fall of longtime dictator Moammar Gaddafi. It fills in new details about the relationship between the CIA building and the State Department compound about a mile away, and details the rising concern among many intelligence specialists about the growing potency of Islamist militants in the city. “In spite of the deteriorating security situation in Benghazi and ample strategic warnings, the United States Government simply did not do enough to prevent these attacks and ensure the safety of those serving in Benghazi,” said Saxby Chambliss (R-Ga.), vice chairman of the Senate Intelligence Committee. The report is based on dozens of committee hearings, briefings and interviews—including with survivors of the attacks—and on thousands of pages of intelligence and State Department materials collected between September 2012 and December 2013. The account sheds little light on the most politicized aspect of the incident — questions about whether the Obama administration deliberately played down the terrorist origins of the attacks. The committee described the attacks as opportunistic, and said there was no specific, advance warning that they were about to be carried out. The report says that on Sept. 18, 2012, the “FBI and CIA reviewed the closed circuit television video from the Mission facility that showed there were no protests prior to the attacks.” But it took six more days for intelligence officials to revise their chronology of events and state “there were no demonstrations or protests” at the diplomatic compound “prior to the attacks.” The report says it was problematic that the CIA and State Department were not working out of the same facility together in the dangerous Benghazi environment. That meant the CIA and its well-trained contractors, who had served in elite U.S. forces, were not on location at the diplomatic outpost in case of a crisis. Six armed CIA employees and a linguist responded to the attack on the diplomatic compound, the report says. About 30 minutes passed before the CIA team arrived on the scene and “exchanged fire with the attackers.” They neither asked permission to come to the aid of the diplomats nor were told to stand down. Detailed accounts provided to the committee describe a harrowing attack and U.S. personal scrambling to survive the assault. Attackers used “diesel fuel to set the main building ablaze, and thick smoke rapidly filled the entire structure,” the report said. According to testimony by the director of the National Counterterrorism Center, a diplomatic security agent led Stevens, the ambassador, to an escape window at the diplomatic compound. “Nearing unconsciousness himself, the agent opened the emergency escape window and crawled out. He then realized he had become separated from the Ambassador… so he reentered and searched the building multiple times,” the report says. “The DS agent, suffering from severe smoke inhalation, climbed a ladder to the roof where he radioed the other DS agents for assistance and attempted unsuccessfully to ventilate the building by breaking a skylight.” The committee found that the military response to the attacks was slow and hindered, but not purposely so. “At approximately 1:15 a.m. Benghazi time, a seven-man reinforcement team of additional U.S. security personnel from Tripoli landed at the Benghazi airport and began to negotiate with the local Libyan militias for transportation and a security convoy,” the report said. The team would not leave the airport for the annex until more than three hours later. In the weeks leading up to the attacks, the CIA knew that conditions on the ground were worsening. In August, the agency alerted the intelligence community that there were Islamist training camps and militias in Benghazi. The agency said it was concerned about local militias providing security at U.S. facilities, and about the outpost’s lack of defense. That same month, there were 20 security incidents in Benghazi. The report said that the Libyan militia charged with protecting the diplomatic compound didn’t defend it during the attack. The committee’s minority criticized the White House for obstructing the report, which the committee had wanted to complete much earlier, and accused Patrick Kennedy, U.S. undersecretary of state for management, of shielding the Obama administration from Congressional oversight.

There too was failure in communication and resulted in Americans losing their lives. Was that due to a failure by the administration at the time? Or was it due to an individual? My point being that it's something that happened due to a breakdown in communication within the state department, the CIA and the Embassy. Of course, it's a lot more than that. SGG

Quote:Within months of the start of the Libyan revolution in February 2011, the CIA began building a covert presence in Benghazi. During the war, elite counter-terrorist operators from America's Delta Force were deployed to Libya as analysts, instructing the rebels on specifics about weapons and tactics. Ambassador J. Christopher Stevens was named the first liaison with the Libyan opposition in March 2011. After the end of the war, both the CIA and the US State Department were tasked with continuing to identify and collect arms that had flooded the country during the war, particularly shoulder-fired missiles taken from the arsenal of the Gaddafi regime, as well as securing Libyan chemical weapon stockpiles, and helping to train Libya's new intelligence service. Eastern Libya and Benghazi were key intelligence-gathering hubs for intelligence operatives. Before the attack, the CIA was monitoring Ansar al-Sharia and suspected members of Al-Qaeda in the Islamic Maghreb, as well as attempting to define the leadership and loyalty of the various militias present and their interaction with the Salafi elements of Libyan society. By the time of the attack, dozens of CIA operatives were on the ground in Benghazi. In addition, it has been reported that in the summer of 2012, American Joint Special Operations Command (JSOC) missions had begun to target Libyan militias linked to the Al-Qaeda network of Yasin al-Suri. By the time of the attack, a composite US Special Operations team with two JSOC members was already in Libya working on their mission profile independently of the CIA and State department operations. Multiple anonymous sources reported that the diplomatic mission in Benghazi was used by CIA as a cover to smuggle weapons from Libya to anti-Assad rebels in Syria. Hersh cites an anonymous source among intelligence officials, saying "The consulate’s only mission was to provide cover for the moving of arms. It had no real political role." The attack allegedly brought an end to the alleged US involvement, but did not stop the alleged smuggling. In January 2014, the House Permanent Select Committee on Intelligence cast doubt on this alleged U.S. involvement and reported that "All CIA activities in Benghazi were legal and authorized. On-the-record testimony establishes that CIA was not sending weapons ... from Libya to Syria, or facilitating other organizations or states that were transferring weapons from Libya to Syria."

Diligently keeping their blinders on. http://benghazi.house.gov/NewInfo The following facts are among the many new revelations in Part I: Despite President Obama and Secretary of Defense Leon Panetta’s clear orders to deploy military assets, nothing was sent to Benghazi, and nothing was en route to Libya at the time the last two Americans were killed almost 8 hours after the attacks began. [pg. 141] The Vice Chairman of the Joint Chiefs of Staff typically would have participated in the White House meeting, but did not attend because he went home to host a dinner party for foreign dignitaries. [pg. 107] A Fleet Antiterrorism Security Team (FAST) sat on a plane in Rota, Spain, for three hours, and changed in and out of their uniforms four times. [pg. 154] None of the relevant military forces met their required deployment timelines. [pg. 150] The Libyan forces that evacuated Americans from the CIA Annex to the Benghazi airport was not affiliated with any of the militias the CIA or State Department had developed a relationship with during the prior 18 months. Instead, it was comprised of former Qadhafi loyalists who the U.S. had helped remove from power during the Libyan revolution. [pg. 144]

Wikileaks is about to confirm the story that The Common Sense Show told 4 years ago in that Ambassador Stevens was set up to die because his stories of gun-running, child trafficking and drug-running on behalf of the CIA in order to promote regime change in Libya using terrorists funded by these illegal activities, were leaking out and it was only a few months until the election. Subsequently, Ambassador Stevens had to be silenced. And Petraeus had to be put in a place where he was not forced to testify before Congress because he could not take the 5th before Congress At the same time, Clinton was broadcasting Stevens whereabouts and she refused to provide the extra protection Stevens was so desperately requesting. Being that Stevens was working for the CIA, then head of the CIA, David Petraeus, would have known about Chris Stevens activities. To protect Obama’s 2012 election, both Stevens and Petraeus had to be gone. People are asking me how I knew all of this four years ago and I say, “I had a deep cover source from inside one of the military/intelligence services who wanted the real truth to be told. Somebody who knew this nation could not afford to let Clinton ever become President”. Now, I am getting confirmation from Wikileaks and others who have reached the same conclusion I did four years ago. Dear Mr. Hodges, This is to inform you that Wikileaks will soon, or has released Clinton emails which will demonstrate the following: hjjhhjhj Please note that I have covered the ISIS/Lafarge/Clinton connections very prominently in the past year. This is just more confirmation of what I have already covered. The above is already appearing on the Internet in several places. It is clear that Putin would be a fool to allow Clinton and her gang of thugs to continue with their plan. Every time Clinton sags in the polls, she starts talking about 9/11. The evidence is beginning to line up that Clinton interests had motive to commit 9/11. No wonder Clinton tries to blame the Russians for everything, she is the main culprit on the world being brought to the precipice of World War III. It is a gratifying feeling when the dots start to connect. The Aaron Klein Revelations Aaron Klein, the Breitbart Bureau Chief for Jerusalem revealed, in a Breitbart publication dated March 1, 2016, revealed that “the email from April 10th, 2011, the State Department employee, Timmy Davis, forwarded an email to the server by Clinton’s aide, Huma Abedin.” Please note that the time of this revelation, Huma Abedin, was not yet a household name.
