Why have British tv never fully funded 'Dr Who' for a movie?

I have a love, likeable and then maybe Hate relationship with this series, some Dr Who is Amazing, great acting, epic writing then some shows I can not watch maybe its the sets, because of the acting? or perhaps its the camp theatre nature or old cheap looking sets. Re-casting DrWho has sometimes been a problem shows like Star Trek DS9 had this issue with fans with Jadzia Dax and Ezri Dax, the witch drama Charmed was also know for replacing cast, Batwoman and Game of Throens went through cast changes, sometimes it works other times it works not so much .
As a franchise I feel 'Dr Who' has huge potential but it was never fully backed or funded.

Possible Studios?
a studio that could do DrWho justice WarnerBors, Sony/MGM they already do Bond and other British franchises, Marvel/Disney
Possibly another studio from Canada, Japan, Australia?

The Director would be important as suddely your film gets very Terry Gilliam-ish, Scorsese it would become moster toture gangster ish, Michael Bay explosion like Roland Emmerich would be more of the same CGI boom boom stuff but with less explosions, 'Denis Villeneuve' might be too philosophical deep and while the Dr Who franchise normally has that funny British humor.
