Administration officials are weighing whether to replace part of the website’s registration system this weekend, the Wall Street Journal reports. The requirement for users to register an account before viewing plan choices created an early bottleneck to entering the federal exchange website.

The paper reported that some of the repair attention is on where the registration systems intersect with an Oracle software component.

The administration originally wanted to offer an option to browse health plans before registering, but the tool was delayed, the WSJ reported. HHS yesterday reformatted basic health plan data on HealthCare.gov to make it easier to browse, but it doesn’t provide consumers a clear picture of what they’ll pay after tax credits and other factors are taken into account.

I can probably see many reasons why the site is struggling:
1) Job awarded to lowest bidder. The British found that they did better if they used the next highest bidding company to avoid incompetency.
2) Govt contracts take forever to award especially big ones, so design may have only started a couple months if not weeks ago.
3) Since low bidder won the contract, they probably started with only a handful of server computers or under powered (# processors, clock speed, memory size, bus rates, etc). They may have started understaffed or they outsourced to India or China, so there's a language and culture barriers that effect a good design for American users.
4) Made the classic relational database error to run all site hits through one process thread assignment application (arbitrator). I personnaly would have built a population based multiple arbitrator approach.
5) Oracle is more than powerful enough, but competent programmers are in short supply due to the commerical demand and huge learning curve.

I've been on several web based database projects and this was a big one, so I was expecting growing pains. Take some time to read about all the problems they had on Amazon or eBay, which took years to get right so this can be expected. For this new health program to work, they will need the capital generated from millions of members. Unfortunately if it does succeed in the begining, then the politicians and their buddies will start dipping into it for other than its intended purpose. Probably end up like social security, which could have easily stayed solvent if the they had good investment managers and politicians had not borrowed the funds for other purposes. I'm sorry to be so negative, but the jokers up on Capitol Hill have gotten so greedy they even have the Supreme Court considering letting the rich have unlimited campaign contributions. That won't effect an elected official's vote or laws enacted will it?

Kind of parallels the fictitious Alliance Govt doesn't it? The good point coming out of all this corruption and greed in the Govt is it gives the story writers plenty of conspiracy ideas for our entertainment.

Not only have I never seen Kurt do Elvis, but if one closes their eyes, and ignores Andy's antics, he does sound a HELL of a lot like ' The King '.

It may not be spot on accurate, but to transition like that , up on stage... good luck to anyone else who can do it as well.
