I think it's because DISNEY is controlling the current teen female role models.

Hannah Montana? Raven? Highschool Musical? Whoever else?

I mean, looking at their past history of movies, they all have pretty stereotypical roles for women. It's not too surprising to see similarly thinking writers attracted to working on shows with similar messages.

When I think of strong female role models, I think of Zoe who is the ship's moral compass and not River or Buffy who can kick arse in many ways.

I agree. Zoe manages to have the kick arse ability and still make it mean something.
