Well, I know it was Xander, during the Prom, right after pausing the tape, which Oz asked him to do. So I guess he could be talking to Oz. But actually, he wasn't talking to anybody. He was just making a comment towards the tape.

I have to say it defnitely sounds like Xander. And even though Wesley and Giles are the only two who know what a Hell Hound Raiser is, it would still be pretty obvious to anyone there that a guy standing outside the shop the way Tucker was would be the one training the things, and thus leading Xander to say "Hello, Hell Hound Raiser." My votes on Xander.

But the only way this riddle will ever be solved will be if someone asks the cast lol.
