"Cut Them Down!" - What did it mean?

In Serenity, when River is shackled in the storage closet and wakes up, she hears a voice in head saying "Cut them down!"

A member of another board and I have been tossing about what it meant, because we know Joss doesn't just DO things.

Is that the message of the subliminal code implanted in the Fruity Oaty Bar commercial?
"Cut them Down." Kill everyone.
Is it the voice of Reavers?

In the episode "Bushwacked" the Reavers hang the bodies and Mal sends Simon and Jayne to cut them down. Is it a blanket reference to Reavers and that River was somehow aware of the secret even then?
Is it the thought of the Operative? I can't see that. Too violent. He's more controlled than that.

The other place the line appears in the series is from Mal in "Safe" "She's our witch. Now cut her down."

Is she reversing that? Cutting them all down?

I really don't want to think that it got thrown in just because it's scary.

I think it was in the movie commentary, that River wakes up twice because she is still dreaming the first time when she hear's "Cut them down"....

I survived a day in Whitefall and all I got was this lousy signature!

I have no idea what that line means. I'm just damn glad I'm not the only one who was wondering about it. It's been driving me crazy go nuts. The thing that always pops into my head is bushwacked, but do you think it could be foreshadowing for future plotlines?

I believe it is from "Bushwhacked". A nod to the fans of the TV show, something just freaky for those who have not seen it... but will.

Yes, Joss mentions in the commentary the 'waking from the nightmare twice", but he doesn't say anything about the meaning.

I'd like to think it was a nod to the fans, just as the "bullet in the brainpan" line was. We all knew where River had heard it before and why it would stick in her memory.
But it just doesn't seem to fit the same way.
