How were the Alliance and the Independents formed?

There's seems to be some confusion over when the Alliance was formed. The show and the DVD special features suggests that there was already an alliance between the United States and China by the time when they used up the earth and left, that's why they all settled in the same new solar system, that's why everyone speaks both Chinese and English.

If there was already an alliance when they got to the new worlds then why was a new Alliance created by the core worlds? It is my theory that a schism took place during the journey from the earth that was to the new worlds. The journey supposed lasted several generations, enough time for people to develop loyalties to the societies within the ships and to form their own nations. I think that the core worlds were settled by people who were still loyal to the now defunct Anglo-Sino alliance while the boarder worlds were settled by people who became more loyal to the society within their ships. The core worlds formed a new Alliance, the boarder worlds became the Independents, and you know the rest.
