I had this passed to me by an EMT friend and wanted to vet it with our scientific types before I put any credence in it.

This looks like a fairly legit publication, and if this is so, then a copy of that report might be useful in helping establish more proper use-of-force guidelines for localised police departments, as well as the thought of establishing a mandated reporting of suspected abuses as official policy, which does not seem to exist in any substantive form as yet.

That would be a most helpful check against this sort of thing and even more so in weeding out abusive officers, because it removes some of the he-said-she-said from the matter when you have a clear physicians report of the sustained injuries to compare with whatever went down on the official paperwork.

There's no real reason *not* to have that level of coordination with trauma personnel and law enforcement, and having an official set of policies in place would eliminate confusion as well as adding a further discouragement to abuse suspects in custody.
