I imagine that Jemina Belsey, while drawing River, was unconsciously thinking of unearthly awareness and a great mind. The River drawing came out a combination of "E.T." and Einstein. It's all about soulful eyes and long hair.

Well I'd say that E.T. + Einstein describes River pretty well. All that's left to add is government tampering
