Help with quotes

Not sure where I heard these, and no doubt I am remembering them wrong, so feel free to correct me if you can quote a source.

"All citizens of the empire are required to keep, and practice with weapons. Under penalty of death, no subject of the empire shall keep, or practice with weapons." - Roman law. ?? Which are you: Citizen or subject?

"The tree of liberty must occasionally be watered with blood."

Have heard of the first and third quote. Second's unfamiliar in specific context, but the idea behind ain't all that "Whoa!" inducing;)

I think it's "freshened with the blood of patriots".

I remember the Franklin quote ending with "are deserving of neither".
