(CNN)The House has unanimously passed a bill that makes animal cruelty a federal felony.

The PACT Act -- which stands for Preventing Animal Cruelty and Torture -- was approved by the House on Tuesday. The bipartisan act, introduced by Florida congressmen Ted Deutch and Vern Buchanan, will revise a previous law passed in 2010.
"The torture of innocent animals is abhorrent and should be punished to the fullest extent of the law," Buchanan said. "Passing the PACT Act sends a strong message that this behavior will not be tolerated."
Currently, federal law only explicitly prohibits animal fighting, and only criminalizes wrongdoers when they create and sell videos depicting the actual animal cruelty.
The PACT Act allows authorities to go after the wrongdoers because they will have federal jurisdiction and will not be bound by state laws. They can also prosecute criminals if the cruelty occurs on federal property.
Under the act, a person can be prosecuted for crushing, burning, drowning, suffocating, and impaling animals and sexually exploiting them.
The legislation contains exceptions for hunting.
Those convicted would face federal felony charges, fines and up to seven years in prison.
"These malicious acts deserve federal scrutiny and action. Federal prosecutors and law enforcement officials will finally have the tools they need to bring those responsible for cruelty to animals to justice," Humane Society Legislative Fund President Sara Amundson said.
In addition, the bill has been endorsed by the National Sheriffs Association and the Fraternal Order of Police.
The measure must next pass the Senate, which has not scheduled a vote on it.

I am wondering if this is all animals or just pets though. I was talking to one of my neighbors a few weeks ago and mentioned my racoon issue that I solved. She told me that they had two squirrels in their attic that somehow fell through the walls into the basement. They've got two kids. The husband proceeded to drown them after catching them.

Would that be a fine or 7 years in jail under the new law, I wonder?

A hunter was gored by the deer he thought he shot and killed

An experienced Arkansas hunter was found severely injured in the woods Tuesday night, his body riddled with antler puncture wounds. He later died.

The 66-year-old man from Yellville had shot a deer, and made plans with his nephew to field dress the deer's body together, police told CNN.
When his nephew found him, the hunter was alert and talking, and was even able to call his wife. But he stopped breathing by the time paramedics could get him to the hospital, the Arkansas Game and Fish Commission said.
Officials are not certain that the antler wounds are the official cause of his death, the commission said in a statement. He may have died from other medical issues such as a heart attack, the statement said, but there will be no autopsy.

I've seen a dozen the last few years where they set a gun down and a dog or cat or something else bizarre happened and killed someone, but I haven't seen a deer revenge article since 2011...

There are some 250 laws that the House has passed that are sitting on Moscow Mitch's desk...just waiting to voted on. And they, the Russ-, I mean the Republicans, keep feeding the public disinformation that the House (mostly the Dems in the House) are the "do-nothing" Dems.
