Even if he did really really really want to, just because he's the director doesn't mean he has final say on a project like this. He'd get shot down post-haste.

Maybe they just couldn't afford any others after Miss Johansen's salary was accounted for?
Plus, you know, having to sew around curvy bits is probably too hard or something.

Now a movie done by Joss with almost exclusively female superheros going out and kicking but while having good dialogue and a watchable plot..? THAT, my friends, I would be willing to see. And I'm a rapidly-approaching-middle-age female which is not the normal target audience of summer blockbusters.

Give me something worth watching and I will actually go. I'm bored, I have disposable income of some sort, and I HAVE NOTHING TO WATCH.

Well, the Avengers have always been kinda a sausage-fest. Aside from Black Widow, the only iconic ones are Wasp (who would kinda need either her own introductory move or a guest-spot in the Ant-man movie), the Scarlet Witch (who is a mutant and thus raises a lot of X-shaped questions), and Ms. Marvel (who makes no sense without bringing the Kree in [who in turn make no sense without the Skrulls and the Fantastic Four]). Given the whole point of this being a team-up movie (i.e., one where all the leads have already been introduced), Marvel would need to either squeeze out another movie or saddle Avengers with a continuity-heavy character-introduction.

Technically if mutations are carried on the X chromosome and the Y chromosome doesn't have a corresponding gene to block the expression of super powers (no matter how lame) then you are going to end up with a lot more males wearing spandex and capes...
But still.
