Question about the Firefly film

Like everyone else, I'm fervently hopping the much-touted Firefly movie gets made.
According to the Cinefantastique interview with Whedon and Tim Minear, is it fair to say that
the big issue holding up the Firefly film right now is that Joss has to write a script for it?
(What are the odds of a movie version? I know there was the whole announcement that Universal was going to make a movie….

JOSS WHEDON: That was a little premature as there is no green light. I can’t play the odds, I can’t really count the odds. They’re not bad. The interest is genuine. It’s up to me to turn out a script that’s worth making, which is what I’m busily trying to do.)

If so, that seems like an extremely hopeful turn of events. If all Joss has to do is write a good enough script, sounds like a slam-dunk.

On the other hand, if the suits at Universal are backing and filling and starting to waffle on the deal, that would prove a lot more ominous.

Anyone know for sure if the hold-up on the green light for the Firefly film is the suits getting pissy, or just that Joss has to finish a killer script?

My personal understanding is he's writing the script. They expressed interest, but won't actually purchase and fund it without a script.

Of course, they could be lying and actually have no interest, but Joss said it was genuine and I like to believe him and have hope that it is anyway.
