The safeword, if I can remember how to spell it right, is 'eta korum nas mecht'. It's Russian. And I'm sure the Operative did know it and would have used it, rendering River totally unable to fight him, or course.

I think the character of Jubal Early evolved in Joss's mind and became the Operative. Maybe I'm wrong, but they have a lot in common. I think, honestly, that Jubal would win. He thinks outside the box and is very intuitive, which might give him the edge. The Operative is intuitive in his investigations, but not really in dealing with people. Jubal knew just how to deal with each member of the crew (except River) and did so brutally.

And as a side note, he didn't 'hate dogs'. He killed/tortured them, and probably cats (River said 'the neighbor's pets') because he was disturbed. Countless studies of serial killers and other such psychos shows that they went after animals in their childhood and humans in their adulthood.

Anyway, since he wouldn't have the safeword, River could take Early. It might be a very even match between him and the Operative, though.
