I want to be able to tranlate English words and sentences into Chinese, but I want it done phonetically, like in the FF shooting scripts, not in the Chinese characters. I know Babel Fish does English to Chinese translations, but it only translates into the characters. Is there anything out there that is like Babel Fish, but does phonetic translations? Alternately, is there anything out there that will take the Chinese characters and spell them out phonetically?

Try these.

1. http://www.zhongwen.com/

This dictionary gives you characters, then you click on them to see the pinyin pronunciation, with accents for the tones (not the FF type of impressionistic spellings where "shi" and "xi" are both "shee").

2. http://www.tigernt.com/

This has an English-Chinese and a Chinese-English dictionary. It gives you characters plus pinyin romanization and numbers for the tones.

The E-C doesn't give you pronuniciation; you have to copy and paste between dictionaries. But you can input pinyin (with or without tones) pronunciation to get the character and English meaning.

EDITED TO ADD
Quick FF to pinyin primer if you need it:

ch = ch or q
sh = sh or x
j = j or zh
tz = z
ts = c
kwa = kua
gwo = guo
shr = shi (final r is dialectal)
chur = chi (ditto)
tyen = tian

ah = a
ay = ei
ee = i
uh = e
oh = o
oo = u
ong = ang

Hope that helps.
