Yes, At the federal level, the impeachment process is a two-step procedure. The House of Representatives must first pass, by a simple majority of those present and voting, articles of impeachment, which constitute the formal allegation or allegations. Upon passage, the defendant has been "impeached". Next, the Senate tries the accused.

Hey Miker, you got that part right.
Now you can just refer back to your linky and see that it is the text of the Articles which was ADOPTED by the House Judiciary COMMITTEE on July 27. COMMITTEEs cannot Impeach. The COMMITTEE recommended to the full House that the Articles be voted on, by the full House. If the full House had voted a majority, then Impeachment would have occurred, but it did not.

I was there in that time, a kid yes, but sort of semi-conscious of events. I clearly remember him resigning before an impeachment was fully established. I mean, as clearly as a kid obsessing on Star Trek reruns could be.

It's an issue of timing whether the impeachment was official yet. I'm inclined
to agree with JSF.

The Judiciary Committee had drawn up the Articles of Impeachment to present
to the House. Knowing this, Tricky Dick decided to "slip out the side door," as
it were, before the HoR could read the Articles, discuss and vote on them.
He wasn't impeached unless/until the House agreed that he was.

One of the things the HJC does is, it composes & proposes New Laws.
When they create a new bill and send it to the House for discussion &
ratification, it says much the same as it will when it's voted in or voted
down. A bill is a proposed law with no power to enforce anything.

The HJC wrote in present tense, "RESOLVED, That Richard M. Nixon,
President of the United States, is impeached for high crimes and
misdemeanours ..." It wasn't a Law when it went to the floor on July
30th. It wasn't a law even on 9 Aug 1974, when Nixon resigned. ...
It was a suggestion.

Don't we have any Legal Eagles in RWED to explain this to us?

As I (now) understand it, an impeachment is finalized by a trial of some sort, it's not like writing a 'law'. Even though he resigned, he would have been found guilty had it proceeded without his being pardoned, that's basically a TKO in my book.

The House of Representatives didn't make haste to approve the Articles.
The House of Representatives can't impeach someone who is no longer a
federal employee, i.e., the EX-president.
Had Nixon not resigned, his impeachment was a near certainty.

Nixon resigned rather than face impeachment proceedings. Ford pardoned him from prosecution for any illegal activities HE MAY HAVE PERFORMED OR BEEN PARTY TO.

Bottom line: no he was not impeached.

Yes. It wasn't good enough for the Democrats that Nixon resigned in disgrace. They felt cheated and that justice had not been served. And so did much of the country. As a private citizen he could have been charged by the Justice Dept. for crimes he committed as President, and he also could have been sued by those that did plead guilty and went to prison. Ford wanted to put it all behind the country and move on. He was harshly criticized for doing it, and it was the main reason he was not re-elected in 1976. All in all, it may have better if Nixon had not resigned; if he had stayed in Washington and gotten impeached and then tried. It was cowardly to resign. I guess he just gave in to Republican pressure to make it all go away as fast as possible. That strategy worked, because in just 4 years a Republican was back in the White House, and the Reagan/Bush run lasted 12 years.
