Yeah, here's my thought since Jerusalem is holy to the Muslims and the Jews (and the Christians if you want to split them from the Jews) why not just give it over to international control, call it completely neutral and not let Israel OR the Palestinians have it? That would remove it from the Israel-Palestine equation, since for either one to have it they would have to invade and face the fury of a sternly worded letter from the U.N.

I can't remember which book, but Tom Clancy suggested just that - make Jerusalem an international city, chock full of uniformed and armed UN soldiers/guards, where any religious leader gets the utmost respect. Interesting idea.

This has already been tried. A long time ago. Look up the 1947 UN Partition Plan, UNGA Resolution 181, which resulted in the 1948 Arab-Israeli War.

And variations on it were tried even before that. Before the Palestinian Mandate was handed over to the UN, the British controlled it and under the Peel Commission Partition Plan of 1937, Jerusalem was a strictly British controlled city, with Arabs and Jews granted equal privileges.

Was there something that happened that made them abandon it?

Things were just settling down when the '47 proposal and '48 war broke out.
