Of course it doesn't.

Look at all that data collection here that was supposed to protect folks against identity theft.

The dickheads that collect it, Experian foremost among them not only make no real attempt to verify it, but sell it by the ream to anyone with an vendors license - directly causing and escalating the very thing they *claimed* to be attempting to prevent.

When simply respecting folks privacy and never giving bad guys such a big and easy hook would have done a far better job of mitigating those risks.

Think on that next time some prick tries to extort information out of you "for your protection" - think hard, cause they're about to turn around and sell it to criminals on you.

Same thing with the cameras, I've already got a couple issues going on with folks who have misused the system to spy on folk, stalk their ex, stuff like that, and several UK Cops have already gotten in trouble for using them to observe women in... err, less than full attire.

If all these (and worse) measures are supposed to improve public safety, then why the hell do they remain in place once it's utterly proven they've reduced it ?

Think hard on that question, and apply a little knowledge of history.
